Arcola City Council met Nov. 5.

Here is the minutes provided by the council:

Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Foran, Huckstep, Smith, Hensley, Ferguson and Guyot. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

PLEDGE OF ALLEGIANCE Alderman Foran led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT There was none.

APPROVAL OF OCTOBER 15, 2018 COUNCIL MEETING MINUTES

Alderwoman Huckstep moved to approve the October 15, 2018 council meeting minutes as presented and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF OCTOBER 13 – NOVEMBER 02, 2018 BILLS Alderwoman Huckstep moved to approve the October 13 – November 02, 2018 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR OCTOBER Alderwoman Huckstep moved to approve the Treasurer’s report for October and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE OCTOBER ZONING OFFICER’S REPORT The Zoning Officer reported 4 permits issued in the month of October with valuation of $54,800 and $164.60 in fees collected. Alderman Foran moved to approve the October Zoning Officer’s report and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 18-S-14, TIF REDEVELOPMENT AGREEMENT – STOREFRONT REBATE – JAMES & SALLY CARTER – 115 EGYPTIAN TRAIL Alderman Foran moved to approve Ordinance No. 18-S- 14 and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 18-S-15, TIF REDEVELOPMENT AGREEMENT – 20% REBATE – JAMES & SALLY CARTER – 115 EGYPTIAN TRAIL Alderman Foran moved to approve Ordinance No. 18-S-15 and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE ORDINANCE NO. 18-S-16, AN ORDINANCE DECLARING SPECIFIED EQUIPMENT AS SURPLUS PROPERTY Alderman Smith moved to approve Ordinance No. 18-S-16 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE GENERAL SERVICES AGREEMENT WITH COLES COUNTY REGIONAL PLANNING Alderman Foran moved to Approve General Services Agreement with Coles County Regional Planning and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Foran Reported the Park, Street and Alley Committee will meet following this meeting.

Alderwoman Huckstep Had nothing at this time.

Alderman Smith Reported the Police, Ordinance & Enforcement

Committee met prior to this meeting and discussed

the applications for full and part time positions.

Alderman Hensley Had nothing at this time.

Alderwoman Ferguson Had nothing at this time.

Alderman Guyot Had nothing at this time.

Mayor Ferguson stated that the Economic Development Committee met with James and Sally Carter of The Royal Academy. Feels they will have an excellent facility here and have some good ideas.

As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.
