City of Martinsville City Council met October 10.

Here is the minutes provided by the council:

Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell, Troy Propst, John Skinner and David Doran with Mike Cribelar absent. Also in attendance were Mayor Herman Davidson, Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.

**Motion by J Skinner 2nd by M Lovell to approve minutes from 09-26-18 council meeting.

Upon roll call all council members present voted for the motion. (5)

**No treasurer report was presented.

**Motion by D Doran 2nd by J Skinner to approve the September 2018 bills payable October 2018 in the amount of $104,105.99.

Upon roll call all council members present voted for the motion. (5)

**Motion by C Davidson 2nd by D Doran to approve Resolution No. R2018-10-1 titled “A resolution of support for community development block grant program grant.”

Upon roll call all council members present voted for the motion. (5)

**Motion by D Doran 2nd by T Propst to approve Resolution No. R2018-10-2 titled “A resolution of support and commitment of local funds for a community development block grant.”

Upon roll call all council members present voted for the motion. (5)

Nancy Smitley Clark County Enterprise Zone Administrator addressed council with a request from J & D Hog Farm just south of Marshall to be added into the Enterprise Zone. If the council approves this addition an ordinance and an intergovernmental agreement will need approved.

**Motion by C Davidson 2nd by D Doran to approve Ordinance No. 2018-10-1 titled: “An Ordinance To Add Territory to the Clark County Enterprise Zone.

Upon roll call all council members present voted for the motion. (5)

**Motion by T Propst 2nd by M Lovell to approve the ninth agreement to amend the Clark County Enterprise Zone Intergovernmental Agreement.

Upon roll call all council members present voted for the motion. (5)

Trick-or treating and Trunk-or treating was discussed by council.

Trunk-or treating hours have already been set by the Chamber of Commerce as October 27th from 5:30 to 6:45 in the block of Cumberland Street between Washington Street and Union Street and their Costume contest at the Community Building starting with sign up at 7pm. If people would like to hand out candy at their homes they need to turn their porch light on.

**Motion by C Davidson 2nd by T Propst to set the following date and time for trick-or treating throughout the town in conjunction with trunk-or treat held downtown as October 27, 2108 from 5-7 pm

Upon roll call all council members present voted for the motion. (5)

Chris Davidson asked if there could be an ordinance in writing that states only one warning notice per mowing season will be given and if grass isn’t mowed then tickets will be issued with no other warnings and maybe also something in ordinance form that fines people for mowing their grass out into the roadways and onto sidewalks. The attorney will draft something.

Mayor Davidson reminded council that Congressman Shimkus’ traveling help desk will be at City Hall on October 16th from noon to 1:30 if anyone would like to talk to a member of his staff.

**Motion by D Doran 2nd by C Davidson to adjourn meeting @ 7:25 pm. Upon roll call all council members present voted for the motion. (5)
