Arcola City Council met September 4. 

Here is the minutes as provided by the council:

          Mayor Ferguson called the meeting to order at 7:00 p.m. Members present were Alderpersons Smith, Hensley, Ferguson, Guyot, Foran and Huckstep. City Administrator Wagoner, Treasurer Anderson and Attorney Bequette were also present.

          Pledge of Allegiance Alderman Smith led the council and audience in the Pledge of Allegiance.

          Public Comment There was none.

           Approval of August 20, 2018 Council Meeting Minutes Alderman Foran moved to approve August 20, 2018 council meeting minutes as presented and was seconded by Alderwoman Huckstep. Roll call vote, all ayes. Motion carried.

          Approval of August 18 – August 31, 2018 Bills Alderwoman Huckstep moved to approve August 18 – August 31, 2018 bills as presented and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

          Approval of the Treasurer’s Report for August Alderman Foran moved to approve the Treasurer’s report for August and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

          Approval of the August Zoning Officer’s Report The Zoning Officer reported 3 permits issued in the month of August with valuation of $193,850 and $334.40 in fees collected. Alderman Foran moved to approve the August Zoning Officer’s report as presented and was seconded by Alderwoman Ferguson. Roll call vote, all ayes. Motion carried.

          Consider and Approve Ordinance No. 18-S-13, TIF Storefront Rebate, Arcola Coin Wash Alderman Foran moved to approve Ordinance No. 18-S13 and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.

          Ratify Amendment to the Amended Water Purchase Contract and Operating Agreement – West Prairie Water Company Alderman Guyot moved to ratify amendment to the amended water purchase contract and operating agreement -- West Prairie Water Company. Alderman Foran seconded the motion. Roll call vote, all ayes. Motion carried.

          Committee Reports

                 Alderman Smith              Reported the Police, Ordinance & Enforcement Committee met after last meeting.

                 Alderman Hensley          Had nothing at this time.

                Alderwoman Ferguson    Reported the Employee Relations Committee met prior to this meeting and discussed hiring part-time employee, Gabe Menser at $11 an hour for approximately 20 hours per week. Also discussed hiring procedures.

                 Alderman Guyot              Had nothing at this time.

                 Alderman Foran               Had nothing at this time.

                 Alderwoman Huckstep     Had nothing at this time.

          As this concluded the business of the meeting, Alderwoman Huckstep moved to adjourn and was seconded by Alderman Smith. Roll call vote, all ayes. Motion carried.
