City of Neoga Council met June 25.

Call To Order:
The meeting was called to order at 7:00 p.m. by Mayor Tony Kepp. The Pledge of Allegiance was recited. Those present were: Commissioners Lindley, Edwards, Hartke, and Mayor Kepp. Commissioner Groves as absent. Others present were City Clerk Brenda Evans, Public Works Superintendent Durbin, Neoga News Editor Billie Chambers, Engineer Lee Beckman, and Bob Stretch.
Minutes:
After reviewing the minutes, Commissioner Edwards made a motion to approve the regular session minutes from June 11, 2018. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Lindley, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Public Affairs, Mayor Kepp:
Purchase Of Municipal Sign-
City Clerk Evans told the Council that she was still waiting on additional estimates for the signs and would like the council to table the discussion of the purchase of a municipal sign.
Ordinance #915-06-18 An Ordinance Authorizing the Sale of Personal Property (1994 Chevrolet Caprice)
After reviewing the ordinance, Commissioner Edwards made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Lindley, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Ordinance #916-06-18 An Ordinance of the City of Neoga, Cumberland County, Illinois Ascertaining the Prevailing Rate of Wages for Laborers, Mechanics and Other Workers Employed in Public Works of Said City.
After reviewing the ordinance, Commissioner Edwards made a motion to accept the ordinance as presented. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Edwards, Hartke, Lindley, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Resolution 04-06-18 A Resolution Authorizing Execution of an Intergovernmental Agreement with The Neoga Fire Protection District for a Redevelopment Project in the City of Neoga Tax Increment Area
After reviewing the resolution, Commissioner Hartke made a motion to accept the resolution as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hartke, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Finance, Commissioner Hartke:
Monthly Bills-
After reviewing the proposed bill list, Commissioner Hartke made a motion to pay the monthly bills as presented in the amount of $47,423.23. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hartke, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Professional Consulting Serivce-
City Clerk Evans said that the proposed Professional Consulting Services company had contacted her to remove their proposal at this time.
Public Property, Commissioner Groves:
Resolution 05-06-18 A Resolution Authorizing the City of Neoga, Illinois to Closeout the City CDAP Revolving Loan Fund
Commissioner Hartke made a motion to accept the resolution as presented. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hartke, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Engineer Lee Beckman updated the Council on the city projects. According to Beckman all the projects are the same as last month with the exception of the CDAP Water Grant. Beckman said that all the water lines and meters have been installed, and the construction areas will be grass seeded around the first of October.
Streets And Alleys, Commissioner Edwards:
Purchase Of Used Mower-
Superintendent Durbin informed the Council that the Neoga Park District is selling their zero turn mower, and he would like to purchase it for $1800. Durbin explained that if the department had another zero turn mower, they could get the mowing done faster and could work on other projects. After a lengthy discussion, Commissioner Hartke asked City Clerk Evans to contact the Park Board to discuss the mower and get back to the Council.
Purchase Of A Used Truck-
Superintendent Durbin asked the Council to purchase a used small pickup truck for the public works department so they wouldn’t have to use the old dump truck or personal vehicles. After a very lengthy discussion, it was the consensus of the Council to look for a pickup truck through the state purchase program.
Health And Safety, Commissioner Lindley:
Commissioner Lindley told the Council that he has been contacted by a resident regarding sidewalks that were unsafe; however, he has not been able to get pictures yet. Lindley also said that he would like to have the railroad tracks repaired on the 6th & 7th Street crossings.
Public Comments:
Robert Stretch addressed the Council about a comment that one Commissioner said to him. According to Stretch, the Commissioner told him that if he didn’t like the way things were being done in Neoga, then he could leave town. Stretch said that if someone else had said that it wouldn’t have been so bad, but coming from a Commissioner it was not very professional. Mayor Kepp asked if he wanted something done, and Stretch said no. He just wanted to tell the Council about it. Mayor Kepp thanked him for his comments.
Executive Session:
Commissioner Hartke made a motion at 7:29 pm to move into executive session for Personnel - Section 2 (c) (1) – Employee hiring, firing, compensation, discipline and performance; Sale or Lease of Real Estate – Section (c) (6) – Limited to actual setting of price for sale or lease of public property. The motion was seconded by Commissioner Edwards. Ayes, Commissioner Hartke, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Reconvened And Roll Call:
The meeting was reconvened at 8:23 p.m. on a motion from Commissioner Edwards. The motion was seconded by Commissioner Lindley. Those present for roll call were: Commissioners Edwards, Hartke, Lindley, and Mayor Kepp.
Resignation:
Commissioner Edwards made a motion to accept the resignation of Police Officer Nick Martina effective immediately. The motion was seconded by Commissioner Hartke. Ayes, Commissioner Edwards, Hartke, Lindley, and Mayor Kepp. Nays, none. Motion carried. 4-0.
Minutes:
Commissioner Hartke made a motion to accept the executive session minutes from May 29, 2018 as presented in executive session. The motion was seconded by Commissioner Lindley. Ayes, Commissioner Hartke, Lindley, Edwards, and Mayor Kepp. Nays, none. Motion carried. 4-0.
