City of Lawrenceville City Council met June 14. 

Here is the minutes as provided by the council:

The Council of the City of Lawrenceville, Lawrence County, Illinois met in regular session in the City Council Chambers of the City Hall Building on Thursday, June 14, 2018 at the hour of 7:00 p.m. The following Aldermen were present on roll call: Fritch, Holcomb, Courtney, Stevens, Volkman, Waldrop, Howder and Blacketer.

Mayor Wagner called the meeting to order. Waldrop gave the prayer. All present then recited the Pledge of Allegiance while facing the flag.

The Council had earlier received copies of the minutes of the regular Council meeting of May 10, 2018. Mayor Wagner asked for questions or comments. Courtney made a motion to approve the minutes of the meeting of May 10, 2018. Waldrop seconded the motion. Motion passed on a voice vote.

The Council had earlier received copies of the bills of the City, Sewer and Water Departments for May. Mayor Wagner asked for questions or comments. Blacketer made a motion to approve paying the bills for May. Holcomb seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Holcomb, Fritch,

Courtney, Waldrop, Stevens, Volkman, Howder and Blacketer. Nays: None.

Mayor Wagner reported the City’s accounts to the Council. The City working budget is 2.4% under budget after 1 month into the 18-19 fiscal year.

Mayor Wagner presented Ordinance #1528 to the Council. Ordinance #1528 purposed to approve the Prevailing Wage for 2018. Mayor Wagner asked for questions or comments. Waldrop made a motion to approve Ordinance # 1528. Courtney seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Volkman, Waldrop, Fritch, Courtney, Howder, Holcomb and Stevens. Nays: None.

Mayor Wagner presented Ordinance #1529 to the Council. Attorney Neal advised the Council that New Wave Communications received a State authorize permit to provide services to communities throughout Illinois. The City will continue to collect service provider fees from New Wave Communications.

Wagner asked for questions or comments. Courtney made a motion to approve Ordinance # 1529. Waldrop seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Volkman, Waldrop, Fritch, Courtney, Howder, Holcomb and Stevens. Nays: None.

Mayor Wagner presented the first reading of the Annual Appropriation to the Council. The Annual Appropriation for 2018-2019 will be a 3.6% increase over last year, with a projected amount of $5,841,000.00. Mayor Wagner explained this is the most that the City can spend this fiscal year. It does not mean the City has to spend the full amount.

There will be an appropriation public hearing at 6:45 p.m. prior to the Council meeting on July 12 at City Hall.

Police Chief White requested a purchase of eight new portable digital radios. The new radios would address “a couple safety concerns” — a clear communication with other law enforcement units and the 911 dispatch office within the community, plus the Police would not have to leave their vehicles running 24/7. The eight portable digital radios, with chargers and accessories included, cost a total of $8,875.20. The Police department will have one radio as a backup unit.

Mayor Wagner asked for questions or comments. Blacketer made a motion for purchasing eight new portable radios for the Police Department. Waldrop seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Fritch, Courtney, Howder, Volkman, Holcomb, Waldrop and Stevens. Nays: None.

Aaron Tipsword, assistant Superintendent of the Utilities Department, explained to the Council that the Utilities Department needs a new pickup truck.

Mayor Wagner asked for questions or comments. Fritch made a motion to seek quotes for purchasing a new truck for the Utilities Department. Stevens seconded the motion. Motion passed on a roll call vote 8-0. Yeas: Blacketer, Fritch, Courtney, Howder, Volkman, Holcomb, Waldrop and Stevens. Nays: None.

Tipsword reported that 200 feet of 4” water line on Collins Street will be replaced within the next two weeks.

Mayor Wagner announced, with the help of Greater Wabash Regional Planning Commission, a grant ranging from $300,00 to $400,000 is being sought to replace the water line on 10th Street.

John Supinie, the City’s new administrative assistant, was introduced to Council members.

The Police Committee will meet on June 25th at 10:00 a.m.

The Utilities Committee will meet on June 27th at 11:00 a.m.

Fireworks will be held on July 4th at the new high school.

Waldrop made a motion to adjourn. Courtney seconded the motion. The motion was approved by voice vote. Time: 7:45 p.m.
