City of Martinsville City Council met June 20.
Here is the minutes as provided by the council:
Roll call was answered by the following council members and elected officials: Chris Davidson, Melinda Lovell,
Troy Propst, John Skinner and David Doran with Mike Cribelar absent. Also in attendance was Mayor Herman
Davidson and Clerk Marlene Wilhoit with Treasurer Melinda Owen absent. Employees and citizens in attendance are attached to the back of the minutes.
**Motion by J Skinner 2nd by T Propst to approve minutes from 05-23-18 council meeting.
Upon roll call all council members present voted for the motion. (5)
** No treasurer report was presented.
**Motion by D Doran 2nd by M Lovell to approve the May 2018 bills payable June 2018 in the amount of $55,174.31.
Upon roll call all council members present voted for the motion. (5)
**Motion by C Davidson 2nd by T Propst to approve Resolution R2018-6-1titled: “Resolution Ascertaining the
Prevailing Rate of Wages For Laborers, Workers and Mechanics Employed in Public works”
Upon roll call all council members present voted for the motion. (5)
**Discussion on the appropriation ordinance was tabled. David Doran will schedule a budget and finance committee meeting for June 28, 2018 @ 6pm to discuss and ordinance presented again at the July 2018 meeting.
**Discussed possibly running sidewalk to the new Dollar General store. Council as a whole would like to see sidewalks. Council was agreeable to do more research and present with some type of figures at a later meeting.
Public Comments:
Two dilapidated houses have been torn down and another one scheduled to come down hopefully in September. Other properties were mentioned that are in need of clean up and the Mayor will look into them.
A plat of survey was delivered to the City from Kent Littlejohn representing Martinsville on the Move, for property on Mill Street they are turning over to the City.
Alderman Propst questioned when the trees that were bid last month are coming down. On June 4th Mr. Miller had advised Marlene that they should be working on them the 16th of June. Contact will be made with him again.
John Skinner attended a meeting with other representatives from municipalities and schools in Clark County to discuss using part of the 1% county safety tax to pay for resource officers in the schools. More meetings will be forthcoming and John Skinner will be the representative from the City of Martinsville.
The Economic Development committee needs to schedule a meeting to start discussing the Enterprise Zone.
Chris Davidson will call a committee meeting for July 11th @ 6pm before the regular council meeting.
