City of Olney Tree Board met May 8.

Here is the minutes provided by the Board:

Agenda #1 “Call To Order” The meeting of the Tree Board was called to order at 7:00 p.m. in the Council Chambers at City Hall, 300 S. Whittle Ave., Olney, Illinois, with Brandy Mckinney Presiding.

Agenda #2 “Roll Call” The following Tree Board members were present: Brandy McKinney, Bill Caulfield, Paige Abell, and Bill Page. Kelsie Sterchi and Chris Simpson were absent.

Agenda #3 “Approve Minutes Of Tree Board Meeting On April 11, 2018” Mrs. McKinney moved to approve the minutes of the Tree Board meeting on April 11, 2018, seconded by Mr. Page. A majority affirmative voice vote was received.

Agenda #4 “Public Comments/Presentations” No one from the public was present.

Agenda #5 “Recap: Recover, Replant, Restore! Program Held On April 30, 2018” The Tree Board and Trees Forever hosted a Recover, Replant, Restore! Program on April 30, 2018, at the Olney Public Library. Barb Grabner-Kerns (Trees Forever) and Dustin Marshall (Certified Arborist with Ameren Illinois) were the presenters. Overall, the Board felt that the event was worthwhile.

Mrs. McKinney noted that Mrs. Grabner-Kerns also gave a presentation earlier in the day at St. Joseph Catholic School.

Agenda #6 “Discussion/Possible Action: 2018 Plans And Events” The Board had discussed plans and events that had taken place over the past couple of years, noting that quite a bit had been done.

Mrs. McKinney moved to focus on maintenance and preventative measures with City trees, and to plant trees as needed and/or as funds are available, seconded by Mrs. Abell. A majority affirmative voice vote was received.

Agenda #7 “Discussion/Possible Action: Filling The Vacancy On The Tree Board” Mrs. McKinney told the Board that Dustin Marshall was willing to serve as a member of the City Tree Board. The Board felt that Mr. Marshall would be a valuable asset, however, Mr. Marshall did not reside within City limits. Currently, the City Code read that members of the Tree Board must be citizens and residents of the City of Olney. Mrs. McKinney had spoken to Mrs. Sterchi, and Mrs. Sterchi would be speaking with the City Attorney on the possibility of amending the City Code to allow for members not living inside of City limits.

Mr. Caulfield moved to recommend appointment of Dustin Marshall to the Tree Board, pending legal requirement, seconded by Mrs. Abell. A majority affirmative voice vote was received.

Agenda #8 “General Discussion” Mr. Page had done some research on tree watering bags. It had been believed that having watering bags on newly planted trees for three seasons was appropriate, but Mr. Page now wondered if they should be watered less than three seasons, unless there was a drought or other extreme situation.

Mr. Page noted that he would start stake removal at the Tree Identification Park within a few weeks. Mrs. McKinney offered that she would be able to help, as well.

Mr. Caulfield commented on his appreciation for Mrs. McKinney’s work on behalf of the Tree Board.

Agenda #9“Scheduled Next Meeting Date” Before scheduling the next meeting, Mrs. McKinney wished to find out whether or not Mr. Marshall could be appointed to the Board.

Agenda #10 “Adjourn” Mrs. McKinney moved to adjourn the Tree Board meeting, seconded by Mr. Caulfield. A majority affirmative voice vote was received. The Tree Board meeting adjourned at 7:23 p.m.
