Louisville Village Village Council met April 23.

Here is the minutes provided by the Council:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Richard Clark, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Judith Anderson and Carol O’Dell. Absent Carl Klingler. Guest Otis Greenwood, Ray Messerly and Kyle Pipher.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve April 9, 2018, minutes. Seconded by Gary Ulm. All voting Aye.

Otis Greenwood was present to discuss his cats and inquired about complaints. Mayor Clark informed him there have been no complaints received from the Village Hall but do think cats should not be allowed to run loose.

Turn in new projects for budget to Treasurer.

Spring Cleanup in Village is scheduled for May 2; MayFest (Car Show) May 5 at Noble Park (N. Noble Ave. will be closed). Mayor Clark will be out of town and asked for a representative to give out the Mayor’s trophy at the car show; Village will be flushing hydrants on May 14 & 15 weather permitting; Noble Villagewide Garage Sales May 19 (3rd Saturday); On May 1 the Village Water Quality Report will be available at the Village Hall or direct link that will be provided on May water bills and Village website.

Received a letter from the Illinois State Board of Education regarding the National School Lunch Programs for the summer.

Mayor Clark mentioned that someone wrote sidewalks on the budget list and asked what area of sidewalks needed done. Trustee Ulm said there was a Sidewalk Committee and they should get together and walk the areas.

Village published notice for contract mowing of the Village Cemetery, Park and ballfield areas. Seven bids were received: 1) Gertsch Lawn Care $350.00; 2) Gary Young $650.00; 3) Brandon Brown $700.00; 4) Pipher Mowing $420.00; 5) Patriot Lawn Care $790.00 6) Ray Superior Lawn Care $600.00; 7) Danny Drewes $600.00. Motion made by Paul Summers to accept Pipher Mowing bid at $420.00 for mowing of Village Cemetery, Park and ballfield areas. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye. Mayor Clark will meet with Kyle Pipher on Wednesday to provide his insurance and sign the agreement.

Trustee Ulm informed the board that he met with Mike Bridges to look over the streets. Mike provided a Municipal Estimate of Maintenance Costs for oil and chip program of streets in the Village at an estimated cost totaling $21,723.00. Motion made by Paul Summers to do the oil and chip program for Village at a cost of $21,723.00 with a requirement for work to be done by August 1. Seconded by Judith Anderson. Roll Call Vote Taken, All voting Aye.

Mayor Clark mentioned a speed limit sign in the 100 block of W. North Ave. Trustee Summers mentioned a walkway being painted across the street in front of the TinCup. Mayor Clark will investigate further and matter will be discussed at a later date.

Justin Bloomer will be painting the bleachers, etc. at the Village ballfield at an estimate cost of $300.00 for the paint that the board previously approved.

Motion made by Paul Summers to pay bills. Seconded by Carol O’Dell. All voting Aye.

Motion made by Gary Ulm to adjourn the meeting at 7:57 p.m. Seconded by Judith Anderson. All voting Aye.

Meeting adjourned until May 14, 2018, at 7:00 p.m.
