City of Flora recntly issued the following announcement.
PHMSA has issued a Final Rule regarding Excess Flow Valves (EFVs). You can find the new code language in its entirety attached to this letter. We will be issuing new O and M language to assist you in meeting the requirements of the rule via a Sharefile update soon so be on the lookout for the update. To summarize the main requirements of the rule:
If your system MAOP is above 10 psi then you must begin installing EFVs on ALL new or replacement service lines no matter what type of customer you are serving for connected loads up to one million btu/hr or 1000 scfh.
If the connected load is greater than one million btu/hr then you must install a properly sized EFV or a curb stop (valve) on the buried service line at the tap with a valve box. This valve need NOT be classified as a critical or emergency valve.
You must offer an EFV to all existing customers (through a mailing, bill message, website or other form(s) of communication) and then continue to offer one to all new customers (through your new customer information packet) with existing service lines that do not have an excess flow valve with connected loads of one million btu/hr or 1000 scfh or less. You CAN require the customer to pay for this if they want one.
For your convenience, we are attaching a sample customer letter that you can use for a one time mailing and then inclusion in your new customer information packet.
This rule makes it more critical than ever that you properly size service lines and EFVs based on the customer’s actual connected load. You should also consider how you are going to record the type and size of EFV installed.
