Board

City of Oakland Council met March 1. 

Here is the minutes as provided by the council:

Council members present:      Donnie Woodworth, Fred Ehler, Steve Newlin,

                                                David Stolz, Dan Drake, Niki Stark

Also present:                           Mayor Bob Michaels, Clerk Kelsey Willison,

                                                 Attorney Jim Grant, Chief of Police Jack Sanders,

                                                Kevin McReynolds, Randy Duzan, Mike Patterson,

                                                Jeff Zimmerman, Jerry and Kyley Willison, Martha Allison

Bob Michaels started the meeting with the Pledge of Allegiance.

Approval of Minutes of Previous Meetings: Motion-Woodworth 2ndNewlin,

Motion approved 6 ayes

Approval of Treasurer's Report: Motion-Newlin, 2nd-Woodworth. Motion

approved 6 ayes.

Approval of Agenda: Motion- Stolz, 2nd- Woodworth Motion approved 6 ayes.

Public Comments:

-Jeff Zimmerman -Oakland/Hindsboro Charitable Foundation , Thank you to the City

workers for taking down the Christmas Trees around the Oakland square

-Martha Allison- Senior Center, Senior Center needs a new front door. The door is

falling apart and it is hard to get a wheel chair in. McQueens Lumber Quote for a new

door is $1,590.00 that include installation

Arrests

     • CRIMINAL

          o Jeremy A. Simmons, 43, Moultrie Co. address, was arrested on a Moultrie Co.

             Warrant for failure to appear.

     •

     • TRAFFIC

          o Holley A. Myers, 46, 25053 Johnson Dr., was arrested for alleged DUI and Illegal

              Transportation of Alcohol by a driver.

Assisted Other Agencies

     • Assisted the Coles County Sheriff’s Office with a warrant attempt.

Calls for Service

     • Burglary report in which electronics were stolen.

     • Motorist complaint of pedestrians walking along IL RT 133 late at night.

     • Stranded Motorist along IL RT 133, Provided the Oakland resident a ride into town.

     • 911 Disconnect – System Malfunction

     • Report of a distress call – “Life Alert” activation.

     • Report of a drug overdose – Adverse reaction to medication.

     • Civil standby request – No show.

     • Residential alarm – False Alarm

     • Domestic at 102 N. Jonathan.

     • Alarm at Old Barn Sporting Clays – False alarm.

     • Report of an injured rabbit in a yard.

     • Domestic situation at Casey’s General Store.

     • Currently investigating a report of a criminal sexual abuse. Due to the nature of the case

        no further information can be released.

Public Works: Randy Duzan

Took sewer and water samples, read water meters, maintenance on equipment,

plowed snow, 4 Julies, Jim and Randy went to IRWA conference in Effingham, fixed tile

on Montgomery/Hazel Street, filled pot holes with rock, MFT should be back in April

Unfinished Business:

Columbian Building

Auction date will be before the next council meeting May 3, 2018, at 5:30 or 6:00

Mike Stanfield’s fee is 5% with a minimum of $1,000.00. Mike will do all the

advertisements. Next council meeting we will have an executive session to discuss

what the minimum bid will be.

Sidewalks

Randy needs to have a plan for next month’s meeting

New Business:

Discuss 4th of July (Kyley Willison)

The Oakland Fire department has put on the fireworks the last 3 years, this year they

are hiring a pyrotechnic company to do the fireworks. Pyrotechnics are trained to do put

on fireworks, they are licensed and insured. Fireworks will be June 30, 2018 at Norton

Knolls Golf Course. The Fire Department is asking for a donation of $3,000.00 which is

half the cost of the fireworks.

Donate up to $3,000.00 (more donations may come in)

Motion- Newlin, 2nd- Woodworth Motion approved 6 ayes

Gilbert, Metzger & Madigan estimated fees for audit $8,900 – 9,900

Dan would like the Audit done no later than October 1. Bob will call and talk with

Gilbert, Metzger and Madigan about this.

Motion- Stolz, 2nd- Newlin Motion approved 6 ayes

Discuss and approve the Coles County Hazard Mitigation Plan
