Watchdog group asks why Paris councilman appears above law

The Edgar City Watchdogs (ECW) want to know what it takes for Paris Councilman Steve Kemper to receive an ordinance violation under the same rules that apply to everyone else.

“I did not measure the grass, but it appears to be in excess of 2 feet tall,” the organization said on its website of a property Kemper is reported to own on the southeast corner of S. Central and Elizabeth streets. “The house is uninhabitable.”

The ECW also said it has heard reports that the property is scheduled for demolition using public funds.

"Even if the house will be demolished, the grass should have been cut…or…the grass Ordinance revoked," the group posted. "Why should other residents of Paris be subject to tickets and fines if a city council member is not subject under those same conditions? Would anyone else be afforded this opportunity?"
