Martinsville City Council met Wednesday, Dec. 14.

MINUTES OF THE CITY COUNCIL MEETING HELD ON DECEMBER 14, 2016 IN THE CITY COUNCIL CHAMBERS OF MARTINSVILLE, ILLINOIS.
Roll call was answered by the following council members and elected officials: Chris Davidson, Mike Cribelar, Herman Davidson, Gordon Crutchfield and David Doran. Also in attendance were Mayor Phillip Reeds, Clerk Marlene Wilhoit and Treasurer Melinda Short. Employees and citizens in attendance are attached to the back of the minutes.
**Motion by M Cribelar 2nd by C Davidson to approve minutes from 11-09-16 council meeting with no committee meeting held in November.
Upon roll call vote all council members present voted for the motion. (5)
**Motion by H Davidson, 2nd by G Crutchfield to approve Treasurer’s report as presented.
Upon roll call vote all council members present voted for the motion. (5)
**Motion by C Davidson, 2nd by M Cribelar to approve November 2016 bills payable in December 2016 in the amount of $61,024.61.
Upon roll call vote all council members present voted for the motion. (5)
**Motion by H Davidson, 2nd by M Cribelar to approve all submitted dates for council meetings, committee meetings and paid Holiday’s for the calendar year 2017 (attached).
Upon roll call vote all council members present voted for the motion. (5)
**Motion by H Davidson, 2nd by G Crutchfield to agree to keep minutes of all lawfully closed meetings closed.
Upon roll call vote all council members present voted for the motion. (5)
The ordinance making “No Parking” on either side of Ferrell Street from Kendall Street to the north property line of the school was discussed. The issue of parking on Ferrell Street to pick up children from school was discussed and determined that the city’s role is the safety of the children not to decide how parents should pick up and drop off their children. The issue of possibly filling in a portion of the ditch next to the new sidewalk constructed this year from SRTS grant will be discussed after the grant project is closed out. **Motion by M Cribelar, 2nd by D Doran to approve Ordinance 2016-12-1 titled: “No Parking” and vote was so moved with the following vote C Davidson NO/M Cribelar YES/H Davidson NO/G Crutchfield YES/D Doran YES and Mayor voted YES.
**Motion by G Crutchfield, 2nd by M Cribelar to approve Ordinance 2016-12-2 titled: “Concerning Speed Limit on Cumberland Street”
Upon roll call vote all council members present voted for the motion. (5) This will change the speed limit coming into Martinsville from the east city limits to 25 MPH.
**Motion by H Davidson, 2nd by D Doran to approve Christmas bonuses for full time employees of $300 and part time employees of $150.
Upon roll call vote all council members present voted for the motion. (5)
PUBLIC COMMENTS: There is not a committee meeting planned for December. ** Motion by H Davidson 2nd by M Cribelar to adjourn the meeting at 7:26 PM
