This week, Illinois lawmakers concluded the second week of what has been described as the most expensive veto session in the state's history. During this period, Democratic leaders advanced a 1,000-page energy bill and approved measures to address funding for Chicago’s public transit system.
The energy legislation, referred to by some as the “Green New Giveaway,” is expected to cost electric users at least $8 billion. The package aims to shift Illinois toward green energy but has raised concerns about increased utility rates and potential impacts on private union jobs and grid reliability.
According to Rep. Brad Halbrook (R-Shelbyville), "Under the guise of 'green energy,' Illinoisans will see higher rates, fewer good-paying private union jobs, and a less reliable energy supply." He also stated, "Illinois deserves energy independence and affordability, not another costly political experiment."
Lawmakers also passed SB 2111, which redirects nearly $2.5 billion from the Road Fund for transit projects in Chicago. The measure was introduced late in the session with limited opportunity for public review or input. Halbrook criticized the process: "These shady tactics erode what little trust remains in state government. There was no reason to rush this bailout except to avoid scrutiny."
Other bills that cleared both chambers include HB 576 (Public Official Safety and Privacy Act), HB 1836 (Clean Slate Act), SB 1911 (Decoupling of state and federal taxes/STAR bonds), and SB 1950 (Physician assisted suicide). Some proposed reforms failed to pass both chambers, such as pension reform (SB1937) and homeowners’ insurance reform (HB 3799).
During the session, Rep. Halbrook hosted Bishop Kyle Blackerby of Catch the Fire Church in Cowden for a House invocation.
Halbrook was elected as a Republican representative for Illinois' 107th District in 2023, succeeding Blaine Wilhour.
