City of Casey City Council met Oct. 6.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday October 6th, 2025 beginning at 6:00 p.m. Mayor Mike Nichols was absent, Clerk Jeremy Mumford called the meeting to order. Clerk Mumford led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Hanley

A quorum was declared.

Clerk Mumford looked for a motion to appoint a Mayor Pro Tem for tonight’s meeting.

Alderman Mumford made a motion to appoint Tanner Brown as Mayor Pro Tem, seconded by Alderman Richardson. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Public Forum:

None

Community Affairs:

Alderman Jenkins made a motion to set Trick or Treat night to 10/31/2025 from 5:00 pm – 7:00 pm, seconded by Alderman Richardson. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Alderman Wilson made a motion to close West Main from Central to SW 1st street for the Lincoln Trial Stunt Show on 10/10/2025, seconded by Alderman Jenkins. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Meeting Minutes:

Mayor Pro Tem Brown looked for a motion to approve the 9/15/2025 City Council meeting minutes.

Alderman Mumford motioned approval of 9/15/2025 City Council meeting minutes, seconded by Alderman Jenkins. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Officers Reports:

Clerk Mumford presented September 2025 Bills Paid for approval, in the amount of $896,374.51.

Alderman Jenkins motioned approval of September 2025 Bills paid, seconded by Alderman Richardson. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Treasurer Lorton presented the September 2025 Treasurer’s Report for approval in the amount of $578,595.72.

Alderman Wilson motioned approval of the September 2025 Treasurer’s Collection Deposit Report, seconded by Alderman Jenkins. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Attorney Willenborg presented Ordinance #590: Amends Fine/Penalty Section for approval. Alderman Richardson motioned approval of Ordinance #590, seconded by Alderman Wilson.

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Superintendent Biggs looked for approval to award Bartels Construction the Sidewalk Bid in the amount of $27,800.00

Alderman Jenkins motioned approval to award Bartel Construction the Sidewalk Bid, seconded by Alderman Wilson. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Superintendent Biggs looked for approval to award Arborists Tree Service the Tree removal bid in the amount of $44,790.00.

Alderman Richardson motioned approval to award Arborists Tree Service the Tree removal bid, seconded by Alderman Mumford. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Superintendent Biggs looked for approval to award Nussmeyer Tree Services the stump removal bid in the amount of $13,500.00.

Alderman Mumford motioned approval to award Nussmeyer Tree Services the stump removal bid, seconded by Alderman Jenkins. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Superintendent Biggs reported on the water leak work the utility departments have been dealing with lately. Thanked B&T Drainage for their help and thanked all the utility workers.

Economic Development Director Daughhetee reported that we will be going forward with the full hotel feasibility study.

EMA Director Craig thanked the utility workers for the help with the parade recently.

New Business:

Economic Development Director Daughhetee gave a report on the Public Hearing held on 10/6/2025.

Alderman Richardson motioned approval of Resolution #100625A: Safe Routes to School Resolution, seconded by Alderman Mumford. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Superintendent Biggs presented the bids from the opening for demolition of 204 S Central. He recommend the City proceed with the low bid by Kuhn Dirtworks Inc in the amount of $42,120.00.

Alderman Mumford motioned to accept the bid from Kuhn Dirtworks, award the contract to Kuhn Directors and authorize the Mayor Pro Tem to sign the contract agreement, seconded by Alderman Jenkins.

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Alderman Mumford gave a report on the Economic Development Committee meeting held on 9/24/205. Director Daughhetee gave an update on the Enterprise Zone and introduced Mike Davis the director of CILBA. Mike talked about different ways we can manage City owned property and what benefits CILBA can provide to the City.

Unfinished Business:

Alderman Brown gave a report on the Park Committee meeting held on 9/15/2025.

Alderman Wilson gave a report on the Public Utility Committee meeting held on 9/15/2025.

Alderman Jenkins motioned approval of Ordinance #589: Electric Rate Update, seconded by Alderman Wilson. 

Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson, and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Alderman Reports:

Alderman Brown thanked all the utility workers for the work they have done recently on the water leaks.

Alderman Jenkins thanked the same.

Alderman Wilson thanked the same.

Alderman Mumford also thanked the utility workers.

Mayor Report:

None

There was no further Business of the City Council for the October 6th, 2025 Council Meeting.
