City of Arcola City Council met Oct. 6.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were  Alderpersons Hensley, Helmuth, Henson, Moreno and Budd. City Administrator Wagoner  and Treasurer Anderson were also present. Alderman Foran and Attorney Petty were not  present. 

PLEDGE OF ALLEGIANCE Alderman Hensley led the council and audience in the  Pledge of Allegiance. 

PUBLIC COMMENT Mark Smith commented that he attended the Putts & Pints  event Saturday and it was a fine event and Hannah was instrumental in implementing that,  but noticed it was open container. He reviewed minutes from previous council meetings  and did not see council had approved that. He would like to know what he would need to  do to have an event with open containers. Broom Corn requires a patio license and 4 ft.  fence. This event hardly had that. It was basically a couple of street barricades.  

APPROVAL OF SEPTEMBER 15, 2025 COUNCIL MEETING MINUTES Alderwoman  Helmuth moved to approve the September 15, 2025 council meeting minutes as presented  and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried. 

APPROVAL OF SEPTEMBER 13, 2025 THROUGH OCTOBER 03, 2025 BILLS  Alderman Hensley moved to approve the September 13, 2025 – October 03, 2025 bills as  presented and was seconded by Alderman Moreno. Roll call vote, all ayes. Motion carried. 

APPROVAL OF THE TREASURER’S REPORT FOR SEPTEMBER 2025 Alderman  Moreno moved to approve the Treasurer’s report for September 2025 and was seconded by  Alderman Hensley. Roll call vote, all ayes. Motion carried. 

APPROVAL OF THE SEPTEMBER ZONING OFFICER’S REPORT There were no  permits issued in the month of September. 

CONSIDER AND APPROVE AWARDING CDBG SANITARY SEWER IMPROVEMENT  BID – SOUTH SIDE SEWER – HOERR CONSTRUCTION $1,337,727 Alderman Henson  moved to approve awarding CDBG Sanitary Sewer Improvement Bid from Hoerr  Construction in amount of $1,337,727 . Alderwoman Helmuth seconded the motion. Roll  call vote, all ayes. Motion carried. 

CONSIDER AND APPROVE RENEWAL OF IMLRMA INSURANCE Alderman Budd  moved to approve renewal of IMLRMA Insurance in amount of $57,628, with a 1% discount  if paid by November 14, 2025. Alderman Henson seconded the motion. Roll call vote, all  ayes. Motion carried.

COMMITTEE REPORTS 

Alderman Hensley Reported the Budget & Finance Committee met  prior to meeting and received an audit report  

from Kelsey Swing of Gilbert, Metzger & Madigan. 

Alderwoman Helmuth Had nothing at this time. 

Alderman Henson Had nothing at this time. 

Alderman Moreno Had nothing at this time. 

Alderman Budd Had nothing at this time. 

As this concluded the business of the meeting, Alderman Hensley moved to adjourn  and was seconded by Alderman Moreno.
