CONSENT AGENDA:

Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

1. Minutes of the Regular Meeting of October 21, 2025.

2. Bills and Payroll for the last half of October 2025.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

1. Motion – Remove from the table and adopt Special Ordinance No. 2025-1984: Granting a Rezoning and Special Use between Evergreen Court and North 33rd Street to allow or the construction of a solar farm. Petitioner: Hayes Solar, L.L.C. . c/o GSI Development Corp [north of Dodge Grove Cemetery] (Evergreen Court) Ralph Meima, Senior Project Developer

NEW BUSINESS

2. Motion – Adopt Special Ordinance No. 2025-1987: Approving placement of the annual property and casualty insurance and workers compensation coverage for a term beginning December 1, 2025; and authorizing the mayor to sign all documents. ICMRT

3. Motion – Adopt Special Ordinance No. 2025-1988: Authorizing a successor year with Blue Cross Blue Shield of Illinois for the Administration of the fully-insured health plan, a Qualified High Deductible Health Plan, a third option of an additional co-pay plan for employees, the Administration of the fully-insured Dental plan for employees and retirees of the municipality, and for the Administration of a Vision care insurance for active employees through payroll deductions.

4. Motion – Adopt Special Ordinance No. 2025-1989: Granting a variance to front yard setback requirements for property located at 301 DeWitt Avenue to allow for a new porch to be constructed. Petitioner: Nathan Rebelsky [06-0-02640-000]

5. Motion – Adopt Special Ordinance No. 2025-1990: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Washinton Savings Bank Trustee #5136 reimbursing up to $39,285 from Mid-town TIF Revenues over a one-year period for façade repair or replacement to the building located at 1406 Broadway Avenue; and authorizing the mayor to sign the agreement.
