Village of Noble Village Board met Aug. 25.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Janet Pflaum, Gary Ulm, Carol O’Dell, Ashley Pipher and Josh Wakefield.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve August 11, 2025, minutes. Seconded by Ashley Pipher. All voting Aye.

A clean up in the village is scheduled for August 27.

Village Hall will be closed Monday, Sept. 1 for Labor Day.

Trash pickup will NOT be delayed the week of Sept 1 (Labor Day).

Financial Audit for fiscal year 24/25 was completed and available for review.

Mayor Kessler spoke to the Village Attorney, Bart Zuber about the nuisance case for Chapman at 144 W. North Ave. and was told the village wants the property to be in compliant. A court hearing is scheduled for Tuesday, August 26. Mayor Kessler also mentioned a dog being tethered out and Noble has a no tethering ordinance.

A quote for a phone system for the village hall was not provided, so the matter will be put on the next agenda. No action was taken.

Trustee Pflaum mentioned several items have been purchased such as trucks, printers, tablets and Locis modules. Trustee Pflaum commented that she did agree on the previous purchases, but the Board is spending taxpayers’ money and thought may need to possibly step back and/or reign in on spending as the village has asked customers to pay a $2.00 fee. Trustee O’Dell agreed and Trustee Pipher mentioned dealing with what we have. Mayor Kessler said duly noted.

Trustee Pipher asked about backup done by Locis (when updated to Locis 8) and why continuing to have Kemper providing a back. Village Clerk said she would check into this.

Motion made by Ashley Pipher to pay all the bills that were presented. Seconded by Janet Pflaum. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:14 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until September 8, 2025, at 7:00 p.m. at the Noble Village Hall.
