Public Hearing for Appropriations on Tuesday, July 15, 2025 at 5:45 PM.
1. CALL TO ORDER: Joshua J. Kuhl, Mayor
Mayor Joshua Kuhl called the meeting to order at 6:00 PM.
2. PLEDGE OF ALLEGIANCE led by Alderman Gayle Glumac.
Pledge of allegiance to the flag was led by Alderman Gayle Glumac.

4. ADOPT OR AMEND AGENDA:
Motion was made by RJ Lindemann, seconded by Gayle Glumac, to adopt the proposed agenda. (Add Tim Menke to Public Comments)

5. APPROVAL OF REGULAR MINUTES of July 1, 2025.
Motion was made by Kaleb Wright, seconded by RJ Lindemann, to approve the minutes of the July 1, 2025 meeting of the Newton City Council.

6. APPROVAL OF BILLS & ACCOUNTS PAYABLE:
Alderman Lindemann reviewed the pre-paids in the amount of $80,884.39 and the bills and accounts payable earlier today and makes a motion to approve the pre-paids and authorize payment of the bills and accounts payable in the amount of $249,638.51. Kaleb Wright seconded the motion. Ayes: Brooks, Lindemann, Blake, Swick, Glumac, Wright Nays: None
7. PUBLIC COMMENTS: Tim Menke: Mr. Menke has neighbors that are leaving trash and piling junk on their property. He also stated they have dogs they let roam without a leash. He has contacted the property owner. The owner stated they would talk with the individuals, but Mr. Menke says nothing has been done about the garbage and junk. He is very disappointed. The city will be looking into the property and making citation notices where necessary.
8. COMMITTEE REPORTS OR COUNCIL REPRESENTATIVE REPORTS:

The Puri's, the new owners of Newton Foods, and The Gill's, new owners of Marathon Gas Station, are requesting a Class A Liquor License. They both currently hold a Class G License which only permits the sale of beer and wine in sealed packages to be consumed off premises. The Class A license will permit the establishments to sell liquor in sealed packages to be consumed off premises. The city only has one Class A license available which is currently authorized to Circle K.
It was consensus of the committee to allow the city to add two (2) more Class A Liquor License and let these establishments be granted with the Class A License. The current number of Class G Liquor License, which is what Newton Foods and Marathon currently hold, will not change. There will simply now be two more Class G Liquor License available in Newton, which allows the sale of beer and wine in sealed packages to be consumed off premises. Meeting adjourned at 7:28 PM.

• Quotes for TIF projects were discussed. The total projects for the street and sewer projects were under $90,000. The total for all proposed projects were $630,000. The Mayor has asked electric and water to both come up with $15,000 each to bring the total to $600,000 of TIF dollars.

Lindemann: Presented utility adjustments. Thanked Mayor Kuhl for putting him back as Chairman of the Finance and Audit Committee. Voiced opposition to the Capital Development Fund.

Swick: Received information from the Dieterich Clerk on a Flood Hazard Mitigation Grant. The city will be looking into this and also the Safe Routes to School Grant. City Attorney: No comments.
City Treasurer: No comments. City Clerk: No comments.
Mayor: Congratulated the Wade Volunteer Fire Fighters and Rick Britton on their awards as Newton's Hometown Heros. Big thanks to Gayle, the Honey Do Ministries and all their volunteers. Thank you to our local churches for supplying food for the Honey Do volunteers. Enjoy summer as school will begin in less than a month on August 12.
