Village of Arthur Board of Trustees met July 7.
Here are the minutes provided by the board:
A regular meeting of the Board of Trustees of Arthur, Illinois was held on Monday, July 7, 2025, in the Village Board Room. Village President Rod Randall called the meeting to order at 7:00 pm. Roll call was answered by Trustees Isai Gutierrez, Kurt Hall and Lamar Miller. Also present were Police Chief Elliott Tinnon, Grant Corum, Village Attorney Kenneth Crossman and Arianna Cherry.
Pledge of Allegiance
• President Randall asked Chief Elliott Tinnon to lead the Pledge of Allegiance.
Public Comment
• None
Approval of Minutes
• I Guterriez made a motion to approve the June 16, 2025 Board of Trustees Regular Meeting Minutes. K Hall seconded. All Trustees voted YEA.
Approval of Expenditures
• K Hall made a motion to approve expenditures in the amount of $126,378.62. L Miller seconded. All Trustees voted YEA.
Reports
• Village President - Rod Randall - Thanked public works and the police department for their efforts before, during and after the Freedom Celebration and fireworks. Also thanked Linda Perrine and the other volunteers of the American Legion Auxiliary for making sure the flags were out for the holiday and the Freedom Celebration.
• Police Chief Elliott Tinnon - Only incident during the fireworks was an accident that was out of town. Chief Tinnon mentioned that there have been several citations issued for non- insured drivers, lawn clippings being blown into the streets and various golf cart issues.
• Public Works -- Grant Corum - He reviewed the list of items on the Public Works Activity Log and explained a few items on the log with the board. Several of the items were due to power outages with Eastern Illini Power.

New Business
• Discussion and action on Ordinance 07-07A-2025: An Ordinance Declaring Two (2) Panasonic Toughbook Model CF-30 laptop computers from the Police Department as excess property and authorizing the Chief of Police to sell or dispose of the excess property. I Guterriez made a motion to approve Ordinance 07-07A-2025 as proposed. L Miller seconded. All Trustees voted YEA.
• Discussion and action on the purchase of a new, patrol-ready, 2025 Ford Police Interceptor from Morrow Brothers Ford, Inc. of Greenfield, IL in the amount of $58,788.00 not including trade-in. Police Chief Tinnon explained the need for the new vehicle and options when it comes to trading in the 2017 and 2018 vehicles toward the purchase of the new vehicle. K Hall made a motion to approve the purchase of the 2025 Ford Police Interceptor as proposed, including trading in the 2017 and 2018 vehicles for a total purchase price of up to $58,788.00. I Guterriez seconded. All Trustees voted YEA.
• Discussion and action on Ordinance 07-07B-2025: An Ordinance Declaring a 2017 Ford Police Interceptor, VIN: 1FM5K8AR1HGD13973, with 83,234 miles from the Police Department as excess property and authorizing the Chief of Police to sell or dispose of the excess property. I Guterriez made a motion to Ordinance 07-07B-2025 as proposed. L Miller seconded. All Trustees voted YEA.
General Discussion
• Chief Tinnon mentioned that the fair is coming up and they expect to have some overtime due to that.
• Chief Tinnon mentioned that they do finally have the new door.
Adjourn
• I Guterriez made a motion to adjourn. K Hall seconded. All Trustees voted YEA. President Randall adjourned the meeting at 7:34 pm.
