City of Tuscola City Council met June 23,

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Payment of bills totaling $277,977.20

Requested Time on the Agenda
No one was present to speak regarding the Candy Kitchen request for a road closure for Family Fun Day on August 30. After brief discussion this was tabled until the Mayor could speak with the Flesor's about the request.

Ordinances and Resolutions
Administrator Hoel reported there have been no comments so far about the proposed grocery tax ordinance discussed at the last meeting. This will be an agenda item for the next council meeting.
The annual appropriation ordinance is on file and available for review. Any comments or questions should be directed to Administrator Hoel or Treasurer Long. A public hearing will be held at 6:45 pm on July 14, 2025 to hear comments regarding this ordinance.
Contracts and Agreements
Slaughter moved to approve the proposal and award the contract for demolition and asbestos abatement at 307 S. Court to Ezell Excavating at a cost of $139,600.00. Waldrop seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
Hoey moved to approve the amended Professional Services Agreement with Donohue & Associates to increase the contract amount by $9,500.00. This increase is needed to include additional construction related services. Rund seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
Chief Moody has submitted a quote for the purchase of a self-contained breathing apparatus compressor and fill station. This was included in the budget at $52,500.00, Hoel stated. The quote is in the amount of $57,000.00, and includes a required CO monitor. Rund moved to approve the quote from Pro Air Midwest for the SCBA compressor and fill station at a cost of $57,000.00. Brace seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
Shoemaker moved to approve the purchase of a SnowDogg 12' pusher from Rahn Equipment at a cost of $7,896.25. Hoel added this equipment is a snow plow like attachment for the backhoe and works well moving snow downtown and in parking lots. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Council discussed the pool slide parts/repair and the quote submitted by Natural Structures. Administrator Hoel reported he just received the quote this past Friday and he believes it needs some work. Repair parts will cost $53,000.00, Hoel stated, and it will be mandatory the manufacturer does the installation. Hoel noted we are required to pay prevailing wages on the installation and it does not look as if this was included in the quote. Hoel is not sure if the city crews will be allowed to do the demolition of the damaged slide. Several items need to be clarified, Hoel added, and if council wants to proceed he will work to get a more accurate quote. Hoel asked council's opinion on spending more money at the pool given we are already committed to renovating the pool house. After discussion, council directed Hoel to firm up the quote for the slide parts/repairs.
Other
Morris moved to approve the revised summer hires list, adding Ella Maxfield as a lifeguard. Rund seconded. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop.
Mary and Jim Hennis, residents in the Meadowview subdivision, addressed council about speeders in their neighborhood. The Hennis' stated they have many small children in the area and one or two offenders drive too fast on the streets. Administrator Hoel stated we see this in all the neighborhoods. Signs don't really work. The people know the speed limit is 30; people just choose to ignore this. Hoel added his understanding is 30 mph is the standard for neighborhoods but he will check this. The only thing that works is to have a police officer in the area at all times. Mayor Kleiss added we would talk to Chief Hastings and see if efforts can be increased in Meadowview.
