Orland Fire Protection District spends over $70K on lobbying and media in 2025

Orland Fire Protection District has spent $70,500 this year on lobbying and press releases. This expenditure includes $28,000 paid to Ray Hanania’s “Urban Strategies” for media relations. The funds used for these activities have been a point of contention as some believe they could be better allocated to services such as the ambulance service.

The district published 18 press releases since February 2025. These documents were obtained through the Freedom of Information Act after initial resistance from the district, which claimed no records existed when first requested. Of these releases, four were fire-related and included district-provided photos, while the remaining fourteen focused on board matters, events at the district, or educational events. The cost for these press releases is about $4,000 monthly.

Additionally, Orland Fire Protection District has spent $42,500 on lobbying fees with All-CIRCO since January. Payments are made at a rate of $7,500 per month, except for one month where it was reduced to $5,000.
