City of Effingham City Council met May 27.

2. ORDINANCES/RESOLUTIONS - ACTION ITEMS

2.1 Vote to Allow Commissioner Micenheimer to Attend Remotely - City Administrator Miller

City Administrator Miller stated due to medical circumstances, Commissioner Micenheimer has requested to participate in the May 27, 2025, Special City Council Meeting remotely by telephone.

Motion to approve by Commissioner Moeller, second by Mayor Schutzbach Final Resolution: Motion Carried. 3-0

Yea: Mayor Schutzbach and Commissioners Stephens and Moeller

Commissioner Micenheimer joined the meeting via phone call at 5:03 PM.

2.2 Resolution No. 080-2025, A Resolution Appointing Jacob Niebrugge to the City Council of the City of Effingham, Illinois - City Administrator Miller

City Administrator Miller stated the City Council deems it to be reasonable and necessary to appoint Jacob Niebrugge as a Commissioner of the City Council of the City of Effingham, Illinois

Motion to adopt by Commissioner Stephens second by Commissioner Moeller Final Resolution: Motion Carried. 3-1

Yea: Commissioners Stephens, Micenheimer, and Moeller

Nay: Mayor Schutzbach

3. PRESENTATIONS

3.1 Oath of Office - City Attorney Willenborg

City Attorney Willenborg administered Jacob Niebrugge’s oath of office as Commissioner of Public Health and Safety of the City of Effingham, Illinois.

5.1 Recess into Executive Session For the purpose of consideration of the following subjects, pursuant to 5 ILCS 120/2 (c); Personnel- Section 2 (c) (1); Collective Bargaining- Section 2 (c) (2); Purchase or Lease of Real Estate - Section 2 (c) (5); Sale or Lease of Property - Section 2 (c) (6); Litigation - Section 2 (c) (11); and Review of Executive Session Minutes - Section 2 (c) (21).
