4. ORDINANCES/RESOLUTIONS - ACTION ITEMS
4.1 Resolution No. 083-2025, A Resolution Adopting a Downtown/Southtown Business Area Redevelopment Program Agreement (Effingham Storage Solutions 2 LLC) - Economic Development Director Hull
City Administrator Miller stated Effingham Storage Solutions plans to rehabilitate the outside of their building at 511 Vulcan Drive.

4.2 Resolution No. 085-2025, This Resolution Authorizes Execution of Additional Services with Civil Design, Inc. for Merchant Street Phase 1 - City Engineer Thoele
City Engineer Thoele stated this resolution authorizes a change to an agreement with Civil Design Inc. for Merchant Street Phase 1 Project. The addition to the contract is $12,310.50 to increase the contract amount from $56,000 to $68,310.50.

4.3 Ordinance No. 034-2025, An Ordinance Granting a Special Use Permit - Storage of America, LLC - Special Use Permit (20) Miniwarehouse in the B-2 or M-1 District - 3221 S. Banker Street - City Planner Koester
City Planner Koester stated the Plan Commission by a vote of 6 to 1 recommends a Special Use Permit for miniwarehouses be granted subject to the Developer providing landscaping and aesthetic building facade along Banker Street in accordance with the conceptual plan and renderings provided and additional landscaping and aesthetic building facade along the North and South property lines as reviewed and approved by the City Engineer.

Deputy City Administrator Presley stated this ordinance amends Chapter 5, Article II of the Municipal Code pertaining to Temporary Carnivals and Amusement Enterprises.

6.2 Ordinance No. 043-2025, An Ordinance Amending Division 10: Personnel Policies and Procedures, Subdivision 6: Conduct, Section 2-425.9: Drugfree Workplace, of the Municipal Code of the City of Effingham, Illinois - Deputy City Administrator Presley
Deputy City Administrator Presley stated this ordinance amends the Drug Free Workplace policy of the City to comply with state and federal statutes.

6.3 Ordinance No. 044-2025, An Ordinance Amending Chapter VIII, Article I and Article II of the Municipal Code of the City of Effingham, Illinois - City Administrator Miller
City Administrator Miller stated the City Council will determine the need for revisions and the establishment of rates stated in Chapter VIII of the Municipal Code of Effingham - Cemetery.

6.4 Resolution No. 079-2025, A Resolution Authorizing the Acceptance of Quote for the Purchase of an Outdoor Storm Warning Siren - Fire Chief Yochum
Fire Chief Yochum stated this resolution accepts a quote in the amount of $40,250.00 for an outdoor storm warning siren to alert the public of hazardous weather.

6.5 Resolution No. 080-2025, A Resolution Appointing Jacob Niebrugge to the City Council of the City of Effingham, Illinois - City Administrator Miller
City Administrator Miller stated the City Council deems it to be reasonable and necessary to appoint Jacob Niebrugge as Commissioner of the City Council of the City of Effingham, Illinois.
This item will be voted on at a Special City Council Meeting on May 27, 2025.
6.6 Resolution No. 084-2025, A Resolution Appointing a Member to the Board of Fire and Police Commission of the City of Effingham, Illinois - Mayor Schutzbach
Mayor Schutzbach stated this resolution appoints Rick Manford to the Board of Fire and Police Commission with his term to expire May 1, 2027.
6.7 Resolution No. 086-2025, A Resolution Authorizing Execution of Proposal from Civil Design, Inc. for FY 2025-2026 GIS Database & Online Mapping Portal - City Engineer Thoele
City Engineer Thoele stated this resolution authorizes execution of proposal from Civil Design, Inc. in the total amount of $50,000 for the 2025-2026 GIS Database & Online Mapping Portal. Payment for this project will be made from General, Sewer, and Water Funds.

6.8 Resolution No. 087-2025, A Resolution Accepting Proposal for Pavement Inspection and Management Services - City Engineer Thoele
City Engineer Thoele stated this resolution accepts a proposal from StreetScan USA Inc. in the total amount of $35,500 for pavement inspection and management services. Payment for this project will be made from General Funds.

6.9 Resolution No. 089-2025, A Resolution Accepting Quote for Wastewater Treatment Plant Sand Filter Media - Public Works Director Heuerman
City Engineer Thoele stated this resolution accepts the lowest quote from Ressler & Associates Inc. in the total amount of $34,693 for the Wastewater Treatment Plant Sand Filter Media. Payment for this project will be made from the Sewer Fund.
