City of Martinsville City Council met May 14.

Here are the minutes provided by the council:

Attendance: Bob Lovell-Mayor, Terri Connelly-Treasurer, Caitlin Dill-City Clerk, Dan Kibler-Marshall Advocate, Tori Coffman, Dallas Richardson, and William Heleine.

Meeting called to order by Mayor Lovell at 7 PM.

Public Comments:

Tori Coffman requests a revision to an animal nuisance ordinance. She feels it is outdated and there should be clarification between normal barking verses nuisance barking. Tori also suggests a timeframe for normal barking from 7am-9pm and for documentation to be presented to the animal owner when there has been a complaint instead of a police visit, this hoping to avoid arguments between neighbors.

--Motion by H Craig, 2nd by A Wilhoit, to approve the previous meeting minutes for 4/15/2025 Committee, 4/15/2025 Special, and 4/23/2025 Council minutes.

--Motion by H Craig, 2nd by A Wilhoit, to accept the Resignation of Alderman Shane Pendleton of Ward 3.

--Motion by T Hill, 2nd by A Wilhoit, to approve the Resolution for the 2025 Motor Fuel Tax Maintenance program.

--Motion by H Craig, 2nd by A Wilhoit, to approve the Resolution for the Engineering Agreement for the Mill Street Culvert Project.

--Dallas Richardson discusses the difference in concrete and galvanized culvert, galvanized is better for long-term use. If the cost goes up then the project has to go through the bidding process again and be reviewed. Getting a crane for this project is approximately $5-$10,000.

--Motion by H Craig, 2nd by A Wilhoit, to approve Ordinance NO 2025-5-2 condemning 210 W Cumberland St, Martinville, IL.

--R Lovell was advised by Steven Greene that the owner has 30 days from getting the paperwork to either fix the house or condemn it. Martinsville On The Move has plans to purchase this property, tear it down, and donate it to the City.

--Motion by H Craig, 2nd by T Hill, to approve the purchase of 4 Kenwood radios for the Police Dept for a total of $5,192.00.

--These radios are digital, will be the same police radios used throughout the county, and will have no monthly fee like the current ones do, therefore paying for themselves in 22 months.

--Discussion of 2026 Appropriations from Budget Committee meeting.

● A Wilhoit reviewed the Budget Committee’s appropriations list for the different town funds. R Lovell pointed out that it has been years since an actual review of the appropriations has been done. Terri Connelly was very thorough and realistic on considering what if scenarios. There are still a few weeks until the vote on appropriations, the lists will be taken home for review and consideration by the council.

OTHER:

Mayor:

● The City building construction has begun, rock going in next week.

● Half of the OSLAD grant has been received. The basketball court items have been obtained, now waiting to set holes for the pickleball court, epoxying the court can now take place.

● There will be a meeting with the designer for the Splash Pad next week. Water usage and drainage is being considered carefully, approximating the City to pay $30 per day for this.

● The City meeting for May 28this cancelled, Special meeting scheduled for June 4th at 7pm.

● The Kingery demolition is being cleaned up.

Hill:

● There has been a complaint: a person’s house is built on an alley way, now there is a hole left next to the sewer, when it rains it is causing the garage of their neighbors to flood.

● Toledo Street is deteriorating; it is getting rougher to drive on.

Craig:

● The Parks and Rec Committee (M.O.M.) quick win from the Mapping program is to obtain new street signage with proper naming for each park in town, the ball parks, and walking/biking trails.

● Discussion occurred around tree placement when planting, consideration to where an easement is, and if a survey should be required.

Perry:

● States there need to be more 2-20 outlets in town.
