City of Marshall City Council met May 12.
Here are the minutes provided by the council:
The regular meeting of the City Council was called to order at 6:30 P.M., with Mayor John Hasten presiding. Upon roll call, all council members were present except King and Knott were absent.
Green made a motion, seconded by Smitley, to approve the minutes of the previous meeting as written. Upon roll call, all council members present voted for, motion carried.
Public Comment: Gloria Moore voiced her opposition to the tattoo ordinance. She was concerned that she had not seen it in the paper or heard about it around town. Gloria also asked for lack of downtown parking to be addressed. She felt that gaming businesses were taking away parking from other businesses. She ended with quoting a letter to the editor thanking the City for all they do and the new street lights, signage and pool.
Wallace made a motion, seconded by Smitley, to adopt ORDINANCE NO. 2025-O-06, Appropriation Ordinance as amended. Upon roll call, all council members present voted for except Green and LeFever. Green and LeFever voted against. Motion carried.
Green made a motion, seconded by Smitley to pay the bills in the amount of $220,199.66. Upon roll call, all members present voted for. Motion carried.
Short Recess
Richard James swore in incumbent Mayor John Hasten. Mayor John Hasten swore in newly elected Council Members, Vickie Wallace, Ward 1, Bob Nelson, Ward 2, Jarod Green, Ward 3 and Logan Swalls, Ward 4.
Upon roll call, all council members were present except King. King was absent.
Smitley made a motion seconded by LeFever to accept the mayor appointment of Elizabeth Richey to the City Clerk position. Upon roll call, all members present voted for. Motion carried.
LeFever made a motion seconded by Wallace to accept the mayoral appointment of Nancy Smitley to the Treasurer position. Upon roll call, all members present voted for. Motion carried.
New Business: Mayor John Hasten presented a Proclamation declaring June 6, 2025 City Band Day in honor of the 150th anniversary of the City Band.
Wallace made a motion, seconded by LeFever to approve Mayoral Appointments, Richard James- City Attorney, Cory Sheehy- Director or Public Works, Jason Scott-Superintendent of Public Works, Joel Sims – Chief of Police, Nancy Smitley – Office Manager. Upon roll call, all members present voted for. Motion carried.
Green made a motion, seconded by Smitley to approve Library appointments of Jennifer Smitley, Mike Cameron and Jody Green, Upon roll call, all members present voted for. Motion carried.
Green made a motion, seconded by Propst to approve mayoral appointments of various council committees. Upon roll call, all members present voted for. Motion carried.
Smitley made a motion, seconded by Propst to approve Participating Member Closing Certificate Relating to IMEA Power Supply System Revenue Refunding Bonds, Series 2025A. Upon roll call, all members present voted for. Motion carried.
Wallace made a motion, seconded by Nelson to adopt ORDINANCE NO. 2025-O-07, An Ordinance Amending Chapter 42 Health & Sanitation Article III Public Health Nuisances Section 42.61 Tattooing Prohibited of the Cod of Ordinances, City of Marshall, Illinois. All council members present voted for except Green, LeFever and Propst voted against. Motion carried.
