City of Casey City Council met May 5.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Monday May 5 th , 2025 beginning at 6:00 p.m. Mayor Mike Nichols was present and called the meeting to order. Carlene Richardson led the pledge of allegiance.

Roll Call:

Present: Alderman Brown

Alderman Jenkins

Alderman Mumford

Alderman Richardson

Alderman Wilson

Absent: Alderman Hanley

A quorum was declared.

Newly Elected: The following people were sworn in to serve the following

terms: May 1st, 2025 – April 30th, 2029

- City Clerk – Jeremy Mumford

- Mayor – Michael E. Nichols

- Alderman Ward III – Lori Wilson

- Alderman At Large – Carlene Richardson and Marcy Mumford

Public Forum:

None

Community Affairs:

Clerk Mumford mentioned that the 4th of July Celebration needs to be discussed soon. Mayor Nichols asked that the Downtown Improvement/Festivals committee meet soon to begin this discussion.

Meeting Minutes:

Mayor Nichols looked for approval of the minutes of the April 21st, 2025 City Council Meeting.

Alderman Wilson motioned approval of the minutes of the April 21st, 2025 City Council Meeting, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 4 – Brown, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley A Small Town with a Big Heart

Abstain: 1 – Jenkins

Motion declared carried

Mayor Nichols looked for approval of the Minutes from the Public Hearing held on 4/28/2025. Alderman Mumford motioned approval of the Public Hearing Minutes of 4/28/2025, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Officers Reports:

Clerk Mumford looked for approval of the April 2025 Bills paid in the amount of $895,771.02. Alderman Wilson motioned approval of the April 2025 Bills paid, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Treasurer Lorton presented the April 2025 Treasurer’s Collection Deposit report for approval in the amount of $451,126.10.

Alderman Richardson motioned approval of the April 2025 Treasurer’s Collection Deposit report, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Treasurer Lorton presented Fiscal Year 2025 Transfers for approval.

Alderman Jenkins motioned approval of the Fiscal Year 2025 Transfers, seconded by Alderman Mumford. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Superintendent Biggs presented the bids we opened for the Sidewalk project. He recommends we go with the low bid of $62,502.00 from Wallace Concrete.

Alderman Wilson motioned approval to award Wallace Concrete the Sidewalk bid in the amount of $62,502.00, seconded by Alderman Mumford. Upon roll call the vote was: Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Superintendent Biggs announced that he will be retiring on December 31st, 2025. He reported that tree removal project will begin this Wednesday. They are waiting on a rubber boot for the park pond project. The new Hydro Vac truck should be delivered this week. Lead and copper

samples were collected last week. IMEA electric efficiency grant money should be received soon. He also reminded everybody about the City Wide Clean up set for June 7th– June 14th.

Chief Henderson reported that the most recent recruit, Cody Glazewski, has finished the Academy and was starting FTO this week. They are also finishing the first wave of abatements.

Economic Development Director Daughhetee reported that they had a good turnout for the Comprehensive plan open house.

EMA Director Craig had nothing to report.

New Business:

Alderman Wilson reported on the Public Utility Committee meeting held on 4/23/2025 where they discussed water and sewer rates. They are going to recommend we raise water and sewer rates. She will get the numbers to Attorney Willenborg who will then put them in ordinance form for approval.

Alderman Brown reported on the Park Committee meeting held on 5/5/2025. They have decided they would like to place the Historical marker at the West end of the sunken gardens area. They talked about only allowing camping for 14 consecutive nights, and then they had to be away for

7 nights. They also talked about camping rates and would like to raise them. They would like the rules and regulations of the campground posted at the bath house. They would also like to look into online paying for the campground. Sarah Seaton with the Moriah go getters would like to donate and plant a tree somewhere in the park.

Unfinished Business:

Mayor Nichols presented Ordinance #580: Appointment Ordinance for approval. Alderman Mumford motioned approval of Ordinance #580, seconded by Alderman Brown. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Mayor Nichols looked for a motion for approval to set the Assistant Collector’s Salary at $36,560.00.

Alderman Wilson motioned approval to set the Assistant Collector’s Salary at $36,560.00, seconded by Alderman Richardson. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Alderman Reports:

Alderman Mumford thanked the Utility Workers that helped CIA with their recent tree planting project.

Mayor Report:

None

There was no further Business of the City Council for the May 5th, 2025 Council Meeting.

Alderman Richardson motioned to adjourn, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Brown, Jenkins, Mumford, Richardson and Wilson

Nays: 0 – None

Absent: 1 – Hanley

Motion declared carried

Adjournment of the City Council was at 7:02 p.m.
