State Representative Adam Niemerg has announced a new round of funding for the Illinois Not-for-Profit Security Grant Program (NSGP-IL). The program, administered by the Illinois Emergency Management Agency and the Illinois Homeland Security Advisory Council, will provide $20 million to organizations at risk of terrorist attacks to enhance their security measures.
"We have seen religious facilities and community service groups like pregnancy care centers attacked and these non-profit groups have had to increase their security measures," said Niemerg. "I encourage non-profit organizations to consider applying for these grants to help protect volunteers and workers as well as those who may be utilizing the services of these important facilities."
The NSGP-IL program offers grants up to $150,000 for eligible not-for-profit organizations in Illinois considered high-risk due to their profile, ideology, mission, or beliefs. To qualify, applicants must be a 501(c)(3) organization located in Illinois, demonstrate a high-risk designation based on threats or attacks, provide evidence of prior or current security concerns, submit a vulnerability assessment conducted by security professionals, and own or have a long-term lease commitment for the property where the project will take place. Medical and mental health service providers are not eligible under this program.
Grants can be used for target-hardening activities such as security equipment, security training including active shooter and evacuation training, and contract security personnel. Each site requires a separate application with vulnerability and risk assessments included. Projects must be completed within a three-year performance period.
The deadline for applications is July 1, 2025. Interested parties can view previous training materials and sample applications online. All grantees must register per the Grants Accountability and Transparency Act (GATA) before being considered for an award.
