City of Tuscola City Council met April 24.

Here is the agenda provided by the council:

Mayor Kleiss opened a Public Hearing at 6:45 PM. The purpose of the hearing was to close out the DCEO grant for the Meadowview water main project. The project engineer stated the project is complete except for the seeding and mulching. There being no comments or questions from the audience, Mayor Kleiss closed the hearing at 6:50 PM.

The regular meeting of the City Council was called to order with Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop, and Mayor Kleiss in attendance. Mayor Kleiss led the Pledge of Allegiance.

Consent Agenda

Mayor Kleiss went over the items on the consent agenda:

• Minutes of the March 10, 2025, meeting

• Financial report for February 2025

• Payment of bills totaling $166,975.17

• An Alzheimer's Awareness Walk on Sunday, August 24, at Ervin Park

• Community Building lease request with alcohol from Gilberto Moreno for a Quinceanera on April 5

• Temporary closure of Forest Glen between the grade school and Methodist Church for the April 12 Kiwanis Easter Egg Hunt

• Temporary closure of the 100 block of North Court Street for a wedding on September 20

Day moved to approve the items on the consent agenda. Brace seconded. Sherlyn Kibler spoke briefly about request to close the 100 block of North Court and the plans for a family wedding to be held at her home. The closure is needed for excess guest parking. Kibler estimates the hours to be between 3:00 PM and 8:00 PM., adding her neighbors have no objections to the road closure. VOTE YEA* Brace, Day, Hoey, Morris, Rund, Shoemaker, Slaughter, Waldrop. Mayor Kleiss read a proclamation on behalf of the TASK Program, proclaiming Saturday, March 29 as mentor day and encouraging citizens to consider volunteering as mentors for the program

Kleiss mentioned he was able to watch TCHS grad, Jalen Quinn's Loyola basketball game. Loyola is playing in the NIT and moved on to the next round of play. Kleiss added Quinn had a good game and the announcers mentioned Tuscola is his hometown.

City Administrator

Administrator Hoel announced March 26 is the bid date for the municipal electrical aggregation and he will be signing the agreement that day. Hoel estimates a rate higher than our current rate, but lower than Ameren and good compared to the current market rate. A 12-14 month contract is recommended, due to the volatile market.

Contracts and Agreements

Mayor Kleiss presented a general consulting agreement with Donohue & Associates for council consideration. The agreement allows Donohue & Associates to assist the City with consulting services on an 'on call' basis for small projects. Services will be billed based on the 2024 billing rate; materials or subcontractor work provided at cost + 10%. The agreement is for the 2025 calendar year. Morris moved to approve the extension of the general consulting agreement with Donohue & Associates for 2025. Shoemaker seconded. Other

Administrator Hoel reminded council of the final two budget committee meetings. Development and Planning will meet on Tuesday, March 25 @ 4:00 pm and Finance & Administration will meet Thursday, March 27 @ 4:00 pm.
