Special Committee of the Whole Meeting
CALL TO ORDER—ROLL CALL
The City Council of the City of Villa Grove met in a special Committee of the Whole session on Monday, April 21, 2025, in Council Chambers. Mayor Eversole-Gunter called the meeting to order at 6:04 p.m. Roll call found the following members present: Alderman Johnson, Blaney, Nieto, Clark and Hooker. Aldermen Cheely was absent. City Administrator Athey, Clerk Osborne, Treasurer Swanson, PW Director Mixell, Rec Ctr Director Rea, Fire Chief Black, and PD Chief Tibbetts were present. Also future council members Fulk, Rasmussen and Elston were present.
PLEDGE OF ALLEGIANCE
PUBLIC COMMENTS-No comments were made.
BUSINESS
1. FY26 budget analysis -Discussion of all departments and the budgets for the next fiscal year. Each department head presented their budgets and any items that will change and also big purchases. The council had questions on items and they were answered by the department directors. This was a working session and no voting was taken.
CLOSED SESSION-No Closed Session.
ADJOURNMENT-With no further business, Alderman Hooker mooned to adjourn the meeting at 7:04 pm. Alderman Johnson seconded the moon. Roll Call: Johnson, yea, Blaney, yea, Nieto, yea, Clark, yea, Hooker, yea. Moon passed.
