Report reveals education offices' involvement in financial scam

In 2023, allegations of legal violations emerged involving individuals linked to the Regional Offices of Education (ROE) for Will, Grundy, and Kendall Counties. These allegations highlighted a financial scam that cost taxpayers significantly. Initial reports on this issue led to further investigation and law enforcement involvement after a meeting attendance caused the operation to shut down.

Dr. Lisa Caparelli-Ruff, Superintendent of the Will County Regional Office of Education, played a crucial role in addressing these issues. Her efforts have resulted in a report now with the FBI, with indications that a Federal Grand Jury may be involved. However, confirmation is pending due to ongoing Freedom of Information Act requests.

The scheme reportedly involved private ventures using public resources and connections to casinos in Antigua. Accountability for those involved remains critical.

"We were quite pleased to see our work cited over 25 times in footnotes in this investigative report," stated an ECWd representative. The exposure was largely possible due to whistleblowers within the offices who alerted authorities about the alleged crimes.

Despite these developments, it appears that the Will County State’s Attorney has no interest in pursuing this matter further. Comments from his office are awaited.
