State Representative Brad Halbrook from Shelbyville has called for a joint hearing to address the rising energy prices in Illinois. Halbrook, along with all Republican members of the House Energy and Environment Committee, sent a letter to Chairperson Rep. Carol Ammons and Vice Chair Rep. Joyce Mason on May 6, 2025, requesting this meeting.
The request comes in response to increasing energy costs following the implementation of the Future Energy Jobs Act (FEJA), the Climate and Equitable Jobs Act (CEJA), and other legislative measures. The letter also highlighted results from the Midcontinent Independent System Operator’s Annual Capacity Auction, which showed a 22-fold increase in capacity prices. This surge is anticipated to lead to an 18% to 22% rise in electric bills for residential customers in Illinois. Similarly, PJM's last capacity auction saw nearly a tenfold price increase.
Rep. Halbrook emphasized the importance of this hearing by stating: “It is imperative that both chambers get together to discuss this topic and hear from experts on what to expect long-term.” He added that there are "growing concerns about affordability and longevity," underscoring the need for proactive measures.
The proposed joint hearing aims to gather insights from policy experts, academic researchers, and industry leaders across the Midwest. The goal is to evaluate whether current policies meet their objectives or require adjustments.
