City of Flora City Council met April 7.

OPENING CEREMONIES
Mayor Pro Tem Linda Spicer called the Regular Council Meeting of the City of Flora to order, and City Clerk Kaci O'Dell called roll. Present were Mayor Pro Tem Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher. Mayor Rick Slaughter was absent.
Others in attendance were Chief of Police Jeremy Ruger, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, and Building and Zoning Official Chad Bayles. City Attorney Bob Coble and Superintendent of Public Services Toby Rinehart were absent. Two media representatives were also in attendance.
Mayor Pro Tem Linda Spicer led the Pledge of Allegiance and Commissioner Jeremy Henderson offered the Invocation.

Jessica Muskopf had one request on behalf of Flora Rotary Club.
A MOTION TO APPROVE THE USE OF CHARLEY BROWN PARK ON MAY 25, 2025 TO EXTEND THE ROTARY ANNUAL DISC GOLF TOURNAMENT TO A TWO-DAY EVENT WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

REGULAR BUSINESS
Mayor Pro Tem Linda Spicer began the meeting by praising the City team who worked to prepare for the excess rain that was forecasted and came to fruition. They expanded ditches, cleaned out culverts, checked storm drains and lift stations. The employees at the waste water treatment plant handled lots of extra water throughout several surges of rain. Their efforts are greatly appreciated.
Next, Mayor Pro Tem Spicer touched on the Pickleball Courts. As winter tries to move behind us, we are pleased to see people back on the courts. Please help us keep them clean, make sure to pick up after yourself, and share court time.
Commissioner Phil Wiley informed everyone of an upcoming event - Spring Fest. On Saturday, May 3rd Flora Tourism will host the first Spring Fest at Library Park. This date is also the first day of the farmers market season. Spring Fest will include a BBQ cook-off, home and garden show, and live music. To register as a vendor, contact Anna at the Chamber 618-662-5646. There is no fee.
Commissioner Jim Fehrenbacher had one item for council approval.
A MOTION TO PASS A RESOLUTION FOR IMPROVEMENT UNDER THE ILLINOIS HIGHWAY CODE WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER HENDERSON.

City Administrator/Economic Development Director Mike Stanford introduced Lee Beckman with Milano & Grunloh Engineers, LLC to give an update on various grants. Then, Stanford presented one item for approval.
