City of Arcola City Council met April 7.

Here are the minutes provided by the council:

Mayor Garza called the meeting to order at 7:00 p.m. Members present were Alderpersons Hensley, Helmuth, Henson, Budd and Foran. City Administrator and Treasurer Anderson were also present. Alderman Becerra and Attorney Petty were not present.

PLEDGE OF ALLEGIANCE

Alderman Hensley led the council and audience in the Pledge of Allegiance.

PUBLIC COMMENT

There was none.

APPROVAL OF MARCH 17, 2025 COUNCIL MEETING MINUTES

Alderwoman Helmuth moved to approve the March 17, 2025 council meeting minutes as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF MARCH 15, 2025 THROUGH APRIL 04, 2025 BILLS

Alderman Hensley moved to approve the March 15, 2025 – April 04, 2025 bills as presented and was seconded by Alderman Foran. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE TREASURER’S REPORT FOR MARCH 2025

Alderwoman Helmuth moved to approve the Treasurer’s report for March 2025 and was seconded by Alderman Hensley. Roll call vote, all ayes. Motion carried.

APPROVAL OF THE MARCH ZONING OFFICER’S REPORT

The Zoning Officer reported 2 permits issued in the month of March with valuation of $228,150.00 and fees in amount of $304.20 collected. Alderman Foran moved to approve the March Zoning Officer’s report as presented and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.

RATIFY CONTRACT WITH ILLINOIS RURAL WATER ASSOCIATION – INTERIM CERTIFIED OPERATOR

Alderman Foran moved to ratify contract with Illinois Rural Water Association – Interim Certified Operator for the term of 6 months @ $1,000 per month. Alderman Budd seconded the motion. Roll call vote, all ayes. Motion carried.

CONSIDER AND APPROVE MOVING GABE MENSER FROM PART-TIME EMPLOYMENT STATUS TO FULL-TIME EMPLOYEE

Alderman Budd moved to approve moving Gabe Mensor from part-time to full-time employee. Alderman Henson seconded the motion. Roll call vote, all ayes. Motion carried.

COMMITTEE REPORTS

Alderman Hensley Reported the Budget & Finance Committee met prior to this meeting and discussed the FY26 budget draft. Also discussed placing ordinance on agenda for grocery tax.

Alderwoman Helmuth Had nothing at this time.

Alderman Henson Had nothing at this time.

Alderman Budd Had nothing at this time.

Alderman Foran Had nothing at this time.

As this concluded the business of the meeting, Alderman Hensley moved to adjourn and was seconded by Alderman Henson. Roll call vote, all ayes. Motion carried.
