3. PRESENTATIONS

3.1 Child Abuse Prevention Month - City Administrator Miller

Meghan Rewers with Crisis Nursery of Effingham County presented to the Council regarding placing blue bows on Jefferson Avenue from Front Street to Third Street from Monday, April 14th to Wednesday, April 30th in recognition of Child Abuse Prevention Month.

3.2 Lifesaving Award - Police Chief McFarland and City Administrator Miller Lifesaving Awards were presented to Lieutenant Aaron Lange and Fire Chief Brant Yochum.

4. ORDINANCES/RESOLUTIONS - ACTION ITEMS

4.1 Resolution No. 028-2025, A Resolution Authorizing Acceptance of a Proposal from Granicus for Remote Broadcast System Equipment - City Clerk Nosbisch

Motion to adopt by Commissioner Moeller, second by Commissioner Stephens

Final Resolution: Motion Carried. 4-0

6. DISCUSSION

6.1 Resolution No. 027-2025, A Resolution Authorizing Execution of Professional Services Agreement with Milano & Grunloh Engineering - West Airport Road Project - City Engineer Thoele

Public Works Director Heuerman stated this resolution authorizes the professional services agreement with Milano & Grunloh in the total amount of $541,966 for the West Airport Road Project. Payment for this project will be funded by DCEO Grant and the General Fund.

There were no objections to bringing this item back to a future City Council Meeting.

6.2 Resolution No. 030-2025, A Resolution Granting Permission to Allow a Portion of Streets and Parking Lots to be Temporarily Closed for Tom Henderson 50th Anniversary State Farm event on June 6, 2025 - Tourism Director Thoele

Tourism Director Thoele stated this resolution grants permission to allow street closures for the Tom Henderson 50th Anniversary State Farm event on June 6, 2025.

There were no objections to bringing this item back to a future City Council Meeting.

6.3 Downtown/Southtown Redevelopment Program (The Thomas Shop) - Economic Development Director Hull

Economic Development Director Hull stated The Thomas Shop is requesting funds for a rehabilitation project at 200 W. Jefferson.

There were no objections to bringing this item back to a future City Council Meeting. 6.4 Harvest Renewables Draft Agreement - Economic Development Director Hull

Economic Development Director Hull stated Harvest Renewables is looking to purchase 30 acres from the City property located on South Route 45 for a proposed project.

There were no objections to bringing this item back to a future City Council Meeting.

6.5 Effingham County Special Use Permit - City Planner Koester

City Planner Koester stated Effingham County petitioned for a Special Use Permit (9) "Any public or government building or privately owned emergency service operation" at 207 W. St. Anthony to be utilized as the Effingham County Coroner's Office and Morgue. No one testified in opposition and the Plan Commission unanimously recommended the Special Use Permit be granted.
