Village of Noble Village Board met March 10.
Here are the minutes provided by the board:
The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Cindy Manuel, Tresa Hundley, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler and Paul Summers.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve February 24, 2025, minutes. Seconded by Ashley Pipher. All voting Aye.
The Treasurer and Cash in Bank Reports as of the end of February were presented. Motion made by Ashley Pipher to approve the Treasurer’s Reports as presented. Seconded by Janet Pflaum. All voting Aye.
Projects for the new fiscal year should be turned in.
The Richland County Clerk’s office will hold early voting at the Noble Lions Club on March 26 from 4pm–5:30pm. Election April 1 (Mayor & 4 Trustees)
The Village is asking for all ground decorations be removed from the Noble Cemetery by March 31. Remaining ground decorations after this date will be disposed of by Village Employees.
The Street Committee was asked to schedule a meeting to discuss oil and chipping streets.
The Village will be responsible for the fees of Charleston Engineering for the sewer lagoon grant which will be 5% (approx. $45,000.00) of the total grant amount.
Mayor Kessler met with a representative with Viking Industrial Painting regarding the water tower. They did an inspection but couldn’t get below the water level due to ice and so they will come back to inspect further. They looked over the outside and it is getting pitted, has mold on it and the paint is bad. They are suggesting that the tower be power washed and painted. That would cost approximately $90,000.00-$100,000.00. If it doesn’t get done and sandblasting is needed there is a cost for the curtain alone of $120,000.00. No action taken.
The Village was contacted by an individual regarding 136 W. Locust St. (Bass property) and inquired about the fees owed to the Village. The individual was advised to contact the Village attorney. The Village Attorney, Bart Zuber was contacted by a law firm, and they were informed there were ordinance violations and was given amounts for fees due. The law firm informed Bart that they will wait until the redemption period runs and get back in contact with him.
The Village Treasurer (Cindy) let the Board know that she contacted Frontier about the current phone service fees and setup autopay. She found out the bill had increased due to the services being for a business and was told some services could be dropped such as caller ID and fees for inside maintenance. Cindy checked with Wabash Communications about their services for phone lines and presented the Board with options. Motion made by Gary Ulm to switch phone services from Frontier to Wabash Communications, keep existing phones and the plan cost of $59.90. Seconded by Janet Pflaum. All voting Aye.
The Village Treasurer presented a quote from Miller’s Office Supply for a new printer. The existing printer recently purchased wasn’t working properly and no tray was provided. Motion made by Ashley Pipher to purchase a Brother Printer for the Village Treasurer from Miller’s Office Supply at a cost of $695.00. Seconded by Gary Ulm. Roll Call Vote Taken, All voting Aye.
Motion made by Ashley Pipher to pay bills presented. Seconded by Carol O’Dell. All voting Aye.
Motion made by Carol O’Dell to adjourn the meeting at 7:33 p.m. Seconded by Ashley Pipher. All voting Aye.
The meeting adjourned until March 24, 2025, at 7:00 p.m. at the Noble Village Hall.
