Village of Noble Village Board met Jan. 27.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Cindy Manuel, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. Absent Carl Klingler. Guests Bart Zuber.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Gary Ulm to approve January 13, 2025, minutes. Seconded by Carol O’Dell. All voting Aye.

Motion made by Gary Ulm to adopt an Ordinance Implementing a Municipal Grocery Retailers’ Occupation Tax and a Municipal Grocery Service Occupation Tax Village of Noble, Richand County, Illinois. Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye.

Mayor Kessler inquired with a few companies to have the water tower inspected. Quotes for inspection only were provided from EJ Water Coop. for $700.00, Viking Industrial from Okawville, IL for $1,000.00 and Preferred Tank from Henderson Kentucky for $1,250.00. These quotes do include prevailing wages. Motion made by Gary Ulm to go with Viking Industrial (at a cost of $1,000.00) to do the inspection of the Noble Water Tower. Seconded by Carol O’Dell. Roll Call Vote Taken, All voting Aye.

Motion made by Carol O’Dell to pay bills. Seconded by Janet Pflaum. All voting Aye.

Mayor Kessler informed the Board that the village property at 106 E. North Ave. (substation) was purchased in 1966 from Frank Ring for $3,950.00. Attorney, Bart Zuber discussed the process of transferring property from one taxing body to another (Village of Noble to the Noble Fire Dept.). An ordinance from the Noble Fire District would be needed to state the use of the property and then the Village of Noble would need to pass a Resolution with a 2/3 majority vote accepting the terms. An alternative surplus property process would be to go out for bids, which may be a little difficult for the Noble Fire Dept. to obtain the property. A deed would need to be signed by Mayor Kessler and attested by the Village Clerk and recorded. Motion made by Paul Summers to donate the village property of 106 E. North Ave., Noble, Illinois by conveying the property to the Noble Fire District. Roll Call Vote Taken, All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:24 p.m. Seconded by Ashley Pipher. All voting Aye.

The meeting adjourned until February 10, 2025, at 7:00 p.m. at the Noble Village Hall.
