Former charter school director charged with theft and misconduct

A former executive director of Jackson Charter School has been charged following an investigation by the Illinois State Police (ISP) Division of Criminal Investigation (DCI) Zone 2. The charges come as part of ISP's ongoing efforts to maintain public integrity, in collaboration with the Winnebago County State’s Attorney’s Office.

The individual facing charges is Emily A. Wallen, aged 39. In September 2024, allegations were made against Wallen concerning theft and official misconduct during her tenure at Jackson Charter School. ISP initiated an investigation which uncovered evidence suggesting that Wallen had used school funds for personal benefit.

On February 24, 2025, an arrest warrant was issued for Wallen. She faces one count of Theft ranging from $10,000 to $100,000, classified as a Class 2 Felony, and one count of Official Misconduct, classified as a Class 3 Felony. Following the issuance of the warrant, ISP arrested Wallen and she was taken to the Winnebago County Jail.
