City of Flora City Council met Jan. 6.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order, and City Clerk Kaci O'Dell called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, Chief of Police Jeremy Ruger, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, City Treasurer Kim Adair, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. Two media representatives were also in attendance.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

PUBLIC COMMENTS

There were no public comments.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE JANUARY 6, 2025, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Vote: Yes Slaughter, Spicer, Henderson, Wiley, Fehrenbacher

CONSENT AGENDA

The following items were listed under the Consent Agenda: ·

APPROVE REGULAR COUNCIL MEETING MINUTES OF DECEMBER 16, 2024

APPROVE SCHEDULE OF BILLS FOR DECEMBER 11, 2024 THROUGH DECEMBER 31, 2024

A MOTION TO APPROVE THE CONSENT AGENDA WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

REGULAR BUSINESS

Mayor Rick Slaughter thanked the City crews for doing a great job on the streets and he appreciates their hard work and extra hours. He then announced the 2024 Christmas Light Contest Winners:

1st Place $150 Utility Credit 1015 S. Mill St.Cari Holman

2nd Place $100 Utility Credit 23 Holly Ln Tom Welch

3rd Place $75 Utility Credit 7 Sunset Drive Rob & Angie McKnight

Commissioner Spicer concurred with the Mayors gratefulness for the City employees' work on the streets. She then thanked everyone for their expression of sympathy for the loss of her brother.

Commissioner Phil Wiley wanted to thank everyone that helped at First Christian Church for the annual Christmas Eve event. It was their biggest Christmas Eve event so far. Approximately 1,145 meals were prepared, 200 families received gifts, and 126 volunteers made this event possible. It was truly a community effort. Commissioner Wiley then thanked everyone for their efforts on the streets.

Commissioner Jim Fehrenbacher thanked the street department and the wonderful work they have done with the snow removal. He stated we are very fortunate; it could have been a lot worse.

Chief of Police Jeremy Ruger had one item for council approval.

A MOTION TO HIRE HOLDEN CLIFTON AS POLICE OFFICER, RETROACTIVELY EFFECTIVE JANUARY 2, 2025 ($28.95 PER HOUR, PER UNION CONTRACT) WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

City Administrator/Economic Development Director Mike Stanford had several items to present.

A MOTION TO PASS ORDINANCE NO. 25-3395, AN ORDINANCE OF THE CITY OF FLORA, CLAY COUNTY, ILLINOIS CONCERNING THE RECDS INTERMEDIARY RELENDING PROGRAM AND A LOAN THEREUNDER TO BE MADE TO CLAYTON L. IRVIN, AUTHORIZING SUCH LOAN AND THE RELATED LOAN DOCUMENTS AND RELATED MATTERS ($250,000) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

A MOTION TO PASS ORDINANCE NO. 25-3396, AN ORDINANCE APPROVING A CONVEYANCE BY THE CITY OF FLORA AND ACCEPTING A CONVEYANCE BY JERRY W. PRICE AND KATHY M. PRICE WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

A MOTION TO PASS ORDINANCE NO. 25-3397, AN ORDINANCE APPROVING AMENDMENT TO GRANT ADMINISTRATION CONTRACT WITH ADELINE DEVELOPMENT GROUP, LLC WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

City Administrator/Economic Development Director Stanford then mentioned there will be a trash delay for commercial customers due to the road conditions, but they will get caught up.

Building and Zoning Official Chad Bayles had a few items to present to council.

A MOTION TO PASS ORDINANCE NO. 25-3394, AN ORDINANCE REGULATING DEVELOPMENT IN FLOODPLAIN AREAS WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

A RESOLUTION DECLARING THE NATHAN YARNELL REAL ESTATE AS UNSAFE AND DANGEROUS WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER SPICER.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
