CONSENT AGENDA:

Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

1. Motion – Adopt Special Ordinance No. 2025-1940: Granting a variance to the fencing height requirements at 1920 Brookstone Lane for an eight-foot privacy fence. Petitioners: Brookstone/Well Path Landlord, L.L.C. (Hall)

2. Motion – Adopt Special Ordinance No. 2025-1941: Declaring personal property owned by the municipality surplus; and authorizing the sale or disposal of the property. (Hall)

3. Motion – Approve Council Decision Request 2025-2563: Authorizing the employment of James Kennedy as a probationary firefighter with a base pay of $52,184.08 (EMT) or the Mattoon Fire Department effective January 23, 2025. (Cox)

4. Motion – Approve Council Decision Request 2025-2564: Waiving formal bidding and authorizing the purchase of a new 2025 Grasshopper 400D/61R4X mower from Niemeyer Repair Service, Inc. in the amount of $11,080.00 after trade in. (Closson)

5. Motion – Approve Council Decision Request 2025-2565: Authorizing the purchase of a new Kubota MX6000HSTC Tractor from Niemeyer Repair Service, Inc in the amount of $48,776.62 through Sourcewell for the Parks Department. (Closson)

6. Motion – Approve Council Decision Request 2025-2566: Approving the plans and specifications for making repairs and upgrades to the Secondary Clarifiers #3 and #4 in the amount of $650,000 at the Waste Water Treatment Plant; and authorizing the solicitation for bids. (Closson)

7. Motion – Adopt Resolution No. 2025-3288: Approving the letter of engagement with Arndt Municipal Support, Inc. relating to the search for a city manager; and authorizing the mayor to sign the letter of engagement. (Hall)

Recess to closed session pursuant to the Illinois Open Meetings Act for the purpose of collective negotiating matters between the City of Mattoon and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees under (5ILCS 120 (2)(C)(2)); and the discussion of the minutes of meetings lawfully closed for purposes of the semi annual review as mandated by Section 2.06 (5 ILCS 120(2)(c)(21)). 8. Motion – Approve Council Decision Request 2025-2567: Authorizing release of minutes appropriate for disclosure from meetings in closed sessions of the City Council and destruction of disclosed executive session minute audio recordings through June 2023. (Hall)
