City of Flora City Council met Dec. 16.
Here are the minutes provided by the board:
City Clerk Kaci O'Dell administered the Oath of Office to new Police Officer Trenton Harrell. Trenton's mother, Jenny, held the Bible as he was sworn in.
OPENING CEREMONIES
Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Kaci O'Dell called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.
Others in attendance were City Attorney Bob Coble, Chief of Police Jeremy Ruger, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, City Treasurer Kim Adair, and Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. Several family members and friends were present to witness the new officer being sworn in. Two media representatives were also in attendance.
Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Jeremy Henderson offered the Invocation.

A MOTION TO APPROVE GIFTING FULL-TIME CITY EMPLOYEES WITH CERTIFICATES FOR LOCAL DINING ESTABLISHMENTS ($50 PER EMPLOYEE IN LIEU OF CHRISTMAS DINNER) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Commissioner Phil Wiley thanked everyone that was involved with Kriskindle Market this past weekend. There was a great turn out. A lot of work goes into the planning, set up, operation, and take down for these events. Commissioner Wiley thanked City Employees, Sandy Goodman and everyone at the Outpost, D.I.Y. Equipment & Rentals, all the vendors, Tourism, and everyone who volunteered. He then welcomed anyone with suggestions or input regarding events to attend the next Tourism meeting, which is on January 15th at The Depot at 5:00 p.m. Anyone is welcome at the meetings and everyone is encouraged to volunteer at Tourism events.
City Administrator/Economic Development Director Mike Stanford had several items to present.
A MOTION TO PASS ORDINANCE NO. 24-3391, AN ORDINANCE OF THE CITY OF FLORA, CLAY COUNTY, ILLINOIS CONCERNING THE RECDS INTERMEDIARY RELENDING PROGRAM AND A LOAN THEREUNDER TO BE MADE TO RODNEY L. HAWKINS AND GLORIA J. HAWKINS, AUTHORIZING SUCH LOAN AND THE RELATED LOAN DOCUMENTS MATTERS ($46,000.00) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.
