City of Flora City Council met Nov. 18.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Kaci O'Dell called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, Chief of Police Jeremy Ruger, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. City Treasurer Kim Adair was absent. Two media representatives, retiree Rick Gindlesberger and his family were also in attendance.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

PUBLIC COMMENTS - None.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE NOVEMBER 18, 2024, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

CONSENT AGENDA

The following items were listed under the Consent Agenda:

November 18, 2024

REGULAR BUSINESS

Mayor Rick Slaughter recognized newly retired Lineman, Rick Gindlesberger for his 32 years of service with the City of Flora. Gindlesberger was thanked by Council, presented with a gift, and received a standing ovation for his dedication to the City.

Commissioner Jeremy Henderson presented one item for approval.

A MOTION TO APPROVE ESTIMATE FROM SPEAR FOR 2 POOL FILTERS IN THE AMOUNT OF $53,659.20 WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY

COMMISSIONER WILEY.

Commissioner Phil Wiley presented one item for approval.

A MOTION TO PASS ORDINANCE 24-3385, AN ORDINANCE AMENDING TITLE 8, CHAPTER 3, SECTION 3(J) ECONOMIC DEVELOPMENT RATES WAS MADE BY COMMISSIONER HENDERSON; SECONDED BY COMMISSIONER SPICER.

Commissioner Jim Fehrenbacher reminded residents that leaf pick up is continuing and the schedule can be found on WNOI and the City of Flora website.

City Administrator/Economic Development Director Mike Stanford presented one item for approval.

A MOTION TO PASS ORDINANCE NO. 24-3384, AN ORDINANCE AUTHORIZING THE CITY OF FLORA, ILLINOIS TO BORROW FUNDS FROM THE WATER POLLUTION CONTROL LOAN PROGRAM (up to $33,000,000) WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER WILEY.

Abstain - None; Absent - None

In City Treasurer Kim Adair's absence, City Administrator/Economic Development Director Mike Stanford asked to table the Annual Treasurer's Report.

Building and Zoning Official Chad Bayles had two items listed on the agenda.

A MOTION TO PASS ORDINANCE NO. 24-3386, AN ORDINANCE AMENDING TITLE 7, CHAPTER 6 WAS MADE BY COMMISSIONER SPICER; SECONDED BY COMMISSIONER FEHRENBACHER.

Abstain - None; Absent - None

Bayles asked for his second item to be tabled until next council meeting.

November 18, 2024

Superintendent of Public Services Toby Rinehart presented one item for council.

A MOTION TO HIRE DUSTIN HERLEY AS 3RD SHIFT WASTE WATER TREATMENT PLANT OPERATOR, $31.69 PER HOUR (EFFECTIVE IMMEDIATELY PENDING PRE-EMPLOYMENT SCREENING, NOT TO EXCEED DECEMBER 2, 2024) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER FEHRENBACHER.

At approximately 4:40 p.m. with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER SPICER MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER WILEY. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
