City of Flora City Council met Nov. 4.

Here are the minutes provided by the council:

OPENING CEREMONIES

Mayor Rick Slaughter called the Regular Council Meeting of the City of Flora to order and City Clerk Kaci O'Dell called roll. Present were Mayor Rick Slaughter, Commissioner Linda Spicer, Commissioner Jeremy Henderson, Commissioner Phil Wiley and Commissioner Jim Fehrenbacher.

Others in attendance were City Attorney Bob Coble, Chief of Police Jeremy Ruger, City Administrator/Economic Development Director Mike Stanford, City Clerk Kaci O'Dell, City Treasurer Kim Adair, Building and Zoning Official Chad Bayles and Superintendent of Public Services Toby Rinehart. Two media representatives and one guest were also in attendance.

Mayor Rick Slaughter led the Pledge of Allegiance and Commissioner Phil Wiley offered the Invocation.

PUBLIC COMMENTS – None.

APPROVAL OF AGENDA

A MOTION TO APPROVE THE AGENDA FOR THE NOVEMBER 4, 2024, REGULAR COUNCIL MEETING FOR THE CITY OF FLORA WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER WILEY.

CONSENT AGENDA

The following items were listed under the Consent Agenda:

REGULAR BUSINESS

Mayor Rick Slaughter had one item to present.

A MOTION TO APPOINT THOMAS ALLEN TO FLORA AIRPORT AUTHORITY BOARD (TERM EXPIRING JUNE 28, 2025) WAS MADE BY COMMISSIONER WILEY; SECONDED BY COMMISSIONER SPICER.

Abstain - None; Absent - None

Commissioner Linda Spicer thanked the Clay County Health Department for being active in the community and offering convenient vaccine drive-throughs. She then reminded everyone to go vote on election day.

Commissioner Phil Wiley informed everyone that the City received a thank-you letter from the City of Sandersville, Georgia. They were grateful for the City sending electric department employees to help repair the damage from Hurricane Helene. Commissioner Wiley wanted to thank the administration for sending the letter.

Commissioner Jim Fehrenbacher mentioned he had been approached regarding leaf collection. The leaf collection map can be found at WNOI.com and on the City of Flora website (https://florail.govoffice2.com/).

City Administrator/Economic Development Director Mike Stanford introduced Lee Beckman, with Milano & Grunloh who gave an update on several active grants that they are completing for the City. Next, Stanford presented a few items to Council.

A MOTION TO PASS A RESOLUTION APPROVING A LEGAL SERVICES AGREEMENT WAS MADE BY COMMISSIONER FEHRENBACHER; SECONDED BY COMMISSIONER HENDERSON.

Lastly, Stanford informed the Council that Park Department employee Randy Dennis has announced his retirement for January 2025. He is asking council to approve the bid posting of Park Laborer. Council all agreed.

Building and Zoning Official Chad Bayles let everyone know the City is continuing to work on the pickleball court lights.

ADJOURN

At approximately 4:40 p.m. with no further business to discuss, Mayor Slaughter requested a motion to adjourn.

COMMISSIONER WILEY MADE A MOTION TO ADJOURN; SECONDED BY COMMISSIONER SPICER. COUNCIL MEMBERS CONCURRED AND MAYOR SLAUGHTER DECLARED SAID MEETING ADJOURNED.
