City of Martinsville City Council met Oct. 23.

Here are the minutes provided by the council:

Attendance: Terri Connelly-City Treasurer, Caitlin Dill-City Clerk, Dan Kibler-Marshall Advocate, Officer Ryan Slater, Jordan Wilhoit, Hailey Hill, and Travis Hill. 

Meeting called to order by Mayor Lovell at 7:00 PM. 

Prayer: Bob Lovell 

Pledge of Allegiance: All 

Public Comment: 

Teresa Connelly: November 13th auditors will be back; all need to review budget packets and bring questions to the next meeting. 

Jordan Wilhoit: Asked about the increased property tax and revenue? The assessor is the one who determines the value. Forms are available at City Hall to attest and dispute the specified property tax. 

--Motion by A Wilhoit, 2nd by C Perry, to approve the previous meeting minutes for 10/9/2024 and 10/13/2024.

OTHER: 

Lovell 

● Has 2 additional seats reserved for Dietrich Community Showcase for other council members to attend. 

● An audit found issues with trash rates to local businesses. It equates to a loss of $18k/year. A letter is going out to those businesses to explain the rate changes being applied. 

● Water Grant: this is a $1,000,000 grant going towards new water pipes. More points earned is more money towards project construction, survey numbers show low. These pipes are needed, what can be done as a community? 

Davidson 

● Asks if Washington Street will be swept soon? Yes, it is on the list of streets to sweep. 

Wilhoit 

● There was an error on the grant for the new Pickle Ball/Basketball court. The grant writer corrected it and it has been submitted.
