CONSENT AGENDA:

Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS

This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. We would also ask you to state your name and address for the record as well as stand when speaking.

Acknowledging the retirement of Waste Water Treatment Plant Operator Mike Mitchell and his more than 21 years of service with the City.

NEW BUSINESS

1. Motion - Adopt Ordinance No. 2024-5484: Approving the amendments to the municipal code under Chapter 114 Liquor Control, Sections 114.03 and 114.22 and Chapter 35 Finance and Revenue Section 35.01 Fees and Charges for the addition of licenses under B-2 (hotel and bowling alley) and the establishment of Class B-3 Entertainment and Tourism Venue Licenses and its fees. 2. Motion – Adopt Special Ordinance No. 2024-1935: Approving the re-plat of Emerald Acres Lot 14 Subdivision. Petitioner: Rural King Realty, L.L.C. (Hall)

3. Motion – Adopt Special Ordinance No. 2024-1936: Granting a Special Use for a lodging or boarding house (Airbnb) located at 2104 Moultrie Avenue. Petitioners: Roy and Christine Miller, RCM Rentals A, L.L.C. (Hall) 07-2-09412-000

4. Motion – Adopt Special Ordinance No. 2024-1937: Extending the special use for the construction of a ground-mounted solar array (solar farm) located at 422 Progress Drive. Petitioners: Progress Solar 1, LLC and Progress Solar 2, LLC (Hall)

5. Motion – Approve Council Decision Request 2024-2549: Authorizing the employment of Joshua Bushart to a full-time probationary firefighter to fill a vacancy in the Fire Department. (Cox)

6. Motion – Approve Council Decision Request 2024-2550: Approving the re-appointments of Melissa Hardin and Skylor Hardin to the Mattoon Arts Council (MAC) for terms ending September 30, 2026. (Cox)

7. Motion – Approve Council Decision Request 2024-2551: Approving a $16,000 grant by the Tourism Advisory Committee from FY24/25 hotel/motel tax funds to the Mattoon Youth Wrestling Club in support of the Beginners Wrestling Tourney to be held on December 12, 2024 and the Battle for the Belt event to be held on January 5, 2025; and authorizing the mayor to sign the agreement. 8. Motion – Approve Council Decision Request 2024-2552: Authorizing the purchase with ARPA funds of iWorQ Software in the amount of $63,500 for the Public Works Department; and authorizing the mayor to sign the software proposal and PublicWorks1 service agreement. (Phipps)
