Village of Noble Village Board met Oct. 15.
Here are the minutes provided by the board:
The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher.
Opened with silent prayer and followed by reciting Pledge of Allegiance.
Motion made by Carol O’Dell to approve September 23, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.
The Treasurer and Cash in Bank Reports as of the end of September were presented. Motion made by Gary Ulm to approve the Treasurer’s Report as presented. Seconded by Paul Summers. All voting Aye.
No guests.
The Noble Lions Club Halloween Cakewalk & Parade will be held in Noble Park on October 25: Cakewalk at 6:30pm & Parade at 7:00pm.
Trick or Treat night in Noble will be held on Saturday October 26 from 6pm to 8pm.
Noble Caucus will be held at the Noble Village Hall on Dec. 2. Peoples at 6p.m. & Citizens at 6:30p.m.: 3 Trustees 4yr term, 1 Trustee 2yr term remaining & Mayor 4yr term.
Hydrants were flushed Oct 1 & 2 and no issues.
The Richland County Clerk’s office will hold early voting at the Noble Lions Club on Oct. 23 from 4p.m. to 5:30pm.
The Personnel Committee meeting scheduled a meeting for Monday, October 21 at 5p.m.
Motion made by Paul Summers to accept the annual audit for 2023/2024 as presented. Seconded by Carol O’Dell. All voting Aye.
Discussion for storage options (storage containers and semi-trailer) on residential properties. Motion made by Paul Summers to disallow storage containers and semi-trailers for storage on residential properties. Seconded by Janet Pflaum. All voting aye with exception of Gary Ulm voting no. Motion carried.
The Village Clerk/Collector Tresa Hundley presented her notice of retirement which would be effective August 29, 2025 (keeping option open for leaving at will if the new employee is well trained for the positions). Motion made by Carl Klingler to accept the notice of retirement for Tresa Hundley as presented. Seconded by Ashley Pipher. All voting Aye.
Motion made by Gary Ulm to approve Ordinance to increase elected & non-elected officials’ (Trustees, Mayor & Village Clerk) salaries by $25.00 per meeting & Mayor’s monthly pay from $100.00 to $250.00 making Amendments IV – Salaries, of Chapter 1 – Administration, of the Municipal Code of the Village of Noble, Illinois to increase the salaries of elected and non-elected officials of the Village of Noble, Richland County, Illinois per meeting attendance. Seconded by Paul Summers. Roll Call Vote Taken, All voting Aye.
Motion made by Carl Klingler to pay bills. Seconded by Paul Summers. All voting Aye.
Motion made by Carl Klingler to adjourn the meeting at 7:17 p.m. Seconded by Gary Ulm. All voting Aye.
The meeting adjourned until October 28, 2024, at 7:00 p.m. at the Noble Village Hall.
