CONSENT AGENDA:
Items listed on the Consent Agenda are considered to be routine in nature and will be enacted by one motion. No separate discussion of these items will occur unless a Council Member requests the item to be removed from the Consent Agenda. If an item is removed from the Consent Agenda, it will be considered elsewhere on the agenda for this meeting. Prior to asking for a motion to approve the Consent Agenda, the Mayor will ask if anyone desires to remove an item from the Consent Agenda for public discussion.

PRESENTATIONS, PETITIONS AND COMMUNICATIONS
This portion of the City Council meeting is reserved for persons who desire to address the Council. The Illinois Open Meetings Act mandates that the City Council may NOT take action on comments received on matters that have not been identified on this agenda, but the Council may direct staff to address the topic or refer the matter for action on the agenda for another meeting. Persons addressing the Council are requested to limit their presentations to three minutes and to avoid repetitious comments. NEW BUSINESS
1. Motion – Adopt Special Ordinance No. 2024-1930: Authorizing a successor year with Blue Cross Blue Shield of Illinois for the Administration of the fully-insured health plan and Qualified High Deductible Health Plan, and for the Administration of the fully-insured Dental plan for employees and retirees of the municipality, and for the Administration of a Vision care insurance for active employees through payroll deductions. 2. Motion – Adopt Special Ordinance No. 2024-1931: Approving placement of the annual property and casualty insurance and workers compensation coverage for a term beginning December 1, 2024; and authorizing the mayor to sign all documents. (Hall) ICRMT
3. Motion – Adopt Special Ordinance No. 2024-1932: Extending the special use for the construction of a solar farm located at 1027 N. 33rd Street. Petitioners: Serenity Solar, LLC and Marilyn Degler McClean (Hall)
4. Motion – Adopt Special Ordinance No. 2024-1933: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Washington Saving Bank Trustee, Land Trust #5136. reimbursing up to $40,000 from Mid-town TIF Revenues over a one-year period for roof replacement to the building located at 1420 Broadway Avenue; and authorizing the mayor to sign the agreement. 07-1-03837-000 Jasper Holdings (Graven)
5. Motion – Adopt Special Ordinance No. 2024-1934: Authorizing the mayor to sign an outright grant agreement by and between the City of Mattoon and Jonathon P. and Nadya Adele Yost reimbursing up to $6,509.50 from Mid-town TIF Revenues over a one-year period for emergency sewer repairs to the building located at 1608 Broadway Avenue; and authorizing the mayor to sign the agreement. 07-1-03800-000 (Graven)
6. Motion – Approve Council Decision Request 2024-2546: Approving a $2,975.00 grant by the Tourism Advisory Committee from FY24/25 hotel/motel tax funds to the Lake Land College in support of the Laker Classic on November 09-10, 2024; and authorizing the mayor to sign the agreement. (Cox)
7. Motion - Approve Council Decision Request 2024-2547: Approving the water and sewer billing adjustment in the amount of $7,628.20 on behalf of Mattoon Board of Education located at 2521 Walnut Avenue. (Graven)
8. Motion – Approve Council Decision Request 2024-2548: Approving the purchase of 2027 AEV Traumahawk Type III Custom Ambulance, Chevrolet G4500, LWB,4x2, Gas chassis for $268,822.00 from ARV dealer; and allocating $281,746.11 from ARPA funds to pay for the ambulance in 2023 and to be received in 2025. 9. Motion – Adopt Ordinance No. 2024-5483: Amending the Mattoon Code of Ordinances Chapter 74 Section II Stop Signs (B) and Schedule III Yield Signs to update the Traffic Schedules with the addition of a 4-way Stop Sign at Remington Road and Swords Drive and Yield Signs at the roundabout on Swords Drive.
