City of Neoga City Council met Sept. 23.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order at 7:00 p.m. by Mayor Helm. The Pledge of Allegiance was recited. Those present were Commissioners Williams, Schabbing, Edwards, Letizia, and Mayor Helm. Others present were City Clerk Brenda Evans, City Treasurer Diana Foor, Engineer Lee Beckman, and Billie Chambers. Police Chief Andy Schabbing arrived at 7:23 pm.

MINUTES

After reviewing the regular session minutes from September 23, 2024, Commissioner Schabbing made a motion to approve the minutes as presented. Commissioner Williams seconded the motion. Ayes, Commissioner Schabbing, Williams, and Mayor Helm. Nays, none. Commissioner Edwards and Letizia both abstained. Motion carried. 3-0.

PUBLIC AFFAIRS, MAYOR HELM

ORDINANCE #1094-0-2024 An Ordinance Authorizing Execution of Notice of Exercise of Possibility of Reverter

During the review of the ordinance, Commissioner Letizia asked if the Council should have Lot 1, which already has a home started on it, revert to the city as well. Mayor Helm explained that there were concerns if the city took Lot 1 back, what liability there would be IF the property had any flaws. Letizia asked if the city took Lots 2, 3, and 4 back, would the owner of Lot 1 finish the house on Lot 1? Another concern expressed was whether the city could sell the other three lots next to that house? City Clerk Evans told the Council that if the city wanted to go back and have Lot 1 revert to the city, it would be possible under certain circumstances. After a lengthy discussion, Commissioner Schabbing made a motion to approve the ordinance as presented. Commissioner Williams seconded the motion. Ayes, Commissioner Schabbing, Edwards, Letizia, Williams, and Mayor Helm. Nays, none. motion carried. 5-0.

FINANCE, COMMISSIONER SCHABBING

MONTHLY BILLS

After reviewing the bill list, Commissioner Schabbing made a motion to pay the monthly bills as presented in the amount of $89,814.35. Commissioner Letizia seconded the motion. Ayes, Commissioner Schabbing, Edwards, Letizia, Williams, and Mayor Helm. Nays, none. Motion carried.

PUBLIC PROPERTY, COMMISSIONER LETIZIA

UPDATES FROM MILANO & GRUNLOH

Engineer Lee Beckman handed out the project update sheet to the Council and explained the following:

CDAP Water Grant's paperwork is being completed by the contractor, and a pre-construction meeting will be held in the next couple of weeks.

ITEP sidewalk project is going smoothly and making good progress.

ITEP INVOICE #30569 FOR PROJECT #19245

Commissioner Letizia made a motion to approve the ITEP invoice in the amount of $20,494.89. Commissioner Edwards seconded the motion. Ayes, Commissioner Letizia, Williams, Schabbing, Edwards, and Mayor Helm. Nays, none. Motion carried. 5-0.

INVOICE #30511 FOR PROJECT #19221

Commissioner Letizia made a motion to pay the invoice in the amount of $6,052.50 Commissioner Schabbing seconded the motion. Ayes, Commissioner Letizia, Williams, Schabbing, Edwards, and Mayor Helm. Nays, none. Motion carried. 5-0.

STREETS AND ALLEYS, COMMISSIONER EDWARDS

Commissioner Edwards informed the council that he has been checking the new sidewalks, and everything is looking good.

HEALTH AND SAFETY, COMMISSIONER WILLIAMS

Commissioner Williams didn't have anything to report at this time.

ADJOURNMENT

Commissioner Edwards made a motion to adjourn the meeting at 7:28 p.m. Commissioner Williams seconded the motion. Ayes, Commissioner Edwards, Letizia, Williams, Schabbing, and Mayor Helm. Nays, none. Motion carried. 5-0.
