Village of Noble Village Board met Sept. 23.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Carl Klingler, Paul Summers, Gary Ulm, Janet Pflaum, Carol O’Dell and Ashley Pipher. No guests.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Carol O’Dell to approve September 9, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.

The Noble Lions Club will be having their Halloween Cakewalk & Parade will be held in Noble Park on October 25: Cakewalk at 6:30pm & Parade at 7:00pm.

The Noble Caucus will be held at the Noble Village Hall on December 2 and the Peoples Party will begin at 6p.m. and Citizens Party will begin at 6:30p.m.: 3 Trustees for 4 year terms, 1 Trustee for a 2 year term remaining and Mayor for a 4 year term.

The Noble Village Hall will be closed on Monday Oct 14 for Columbus Day. The next Board meeting will be held on TUESDAY due to Columbus Day.

Mayor Kessler informed the Board that Tresa Hundley (Village Clerk & Collector) has decided to retire within the next year. Mayor Kessler suggested hiring someone to be trained. No action was taken.

The Outdoor Warning Siren in Noble is working. There were a couple of complaints about not being able to hear it inside homes. The siren is an outdoor warning siren and when heard seek shelter.

The Financial Audit for fiscal year 23/24 was completed, no issues and available for review. The village will be flushing hydrants on October 1 & 2.

Motion made by Carl Klingler to schedule trick or treat night in Noble on Saturday, October 26 from 6pm. to 8pm. Seconded by Gary Ulm. All voting Aye.

Trustee Pflaum informed the Board that the Personnel Committee met and discussed pay increases for Village employees. The Personnel Committee recommended a $1.00 an hour pay increase that would be effective beginning October 7 for all Village full-time employees. The part-time employee will receive a $1.00 hourly increase effect in January 2025. Motion made by Ashley Pipher to approve the pay increases recommended by the Personnel Committee: $1.00 an hour pay increase that would be effective on October 7 for all Village full-time employees and $1.00 an hour for part-time employee that would be effective in January 2025. Seconded by Carl Klingler. All voting Aye.

Trustee Ulm mentioned the mayor’s pay isn’t enough and to make changes would need to be done prior to 180 days before the beginning of the terms for next election. The rules are that the people being elected next time (2025) would receive the salary increase and the other elected officials would receive increase after the following election (2027). Motion made by Paul Summers to increase the mayor’s monthly pay from $100.00 to $250.00 and increase regular meetings for the Mayor, Trustees and Village Clerk from $75.00 to $100.00 and not change the special meeting from $25.00. Seconded by Carl Klingler. Roll Call Vote Taken, All voting Aye.

Motion made by Gary Ulm to convene into executive session at 7:19 p.m. under 2(c)(21) Discussion of board minutes meetings lawfully closed under this Act, whether for purposes of approval by the body of the minutes or semi-annual review of the minutes as mandated by Section 2.06. Seconded by Paul Summers. All voting Aye.

Reconvened into open session at 7:21 p.m.

Motion made by Carl Klingler to approve Resolution concerning the Executive Session minutes of February 26, 2024 to open the minutes. Seconded by Carol O’Dell. All voting Aye. Motion made by Gary Ulm to approve Resolution Authorizing the Destruction of Audio Recording of closed meeting Sessions older than 18 months. Seconded by Carl Klingler. All voting Aye.

Motion made by Janet Pflaum to pay bills. Seconded by Ashley Pipher. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:27 p.m. Seconded by Carl Klingler. All voting Aye.

The meeting adjourned until October 15, 2024, at 7:00 p.m. at the Noble Village Hall.
