City of Casey City Council met Sept. 3.

Here are the minutes provided by the council:

The Regular Meeting of the City Council was held Tuesday, September 3, 2024 beginning at 6:00 p.m. Mayor Mike Nichols was absent so Gail Lorton called the meeting to order. Jerome Williams led the Pledge of Allegiance.

Roll Call:

Present: Alderman Hanley

Alderman Jenkins

Alderman Mumford

Alderman Williams

Alderman Wilson

Absent: Alderman Richardson

A quorum was declared.

Alderman Jenkins motioned for Alderman Jerome Williams to serve as Mayor Pro Tem for tonight’s meeting, seconded by Alderman Mumford. Upon roll call the vote was; Marcy Mumford

Ayes: 5- Jenkins, Mumford, Williams, Wilson, and Hanley

Nays: 0 – None

Abstain: 0 - None

Motion declared carried

Public Forum:

Chris Jackson addressed the council with concerns about her neighbor’s property.

Community Affairs:

None

Meeting Minutes:

Mayor Pro Tem Williams looked for approval of the minutes of the August 19th, 2024 City Council Meeting.

Alderman Wilson motioned approval of the minutes of the August 19th, 2024 City Council Meeting, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Williams, and Wilson

Nays: 0 - None

Abstain 0 – None

Motion declared carried.

Officers Reports:

Alderman Wilson motioned approval of the August 2024 Bills Paid, seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 5 – Jenkins, Mumford, Williams, Wilson, and Hanley

Nays: 0 - None

Abstain: 0 – None

Motion declared carried.

Treasurer Lorton presented the August 2024 Treasurer’s Collection Deposit Report totaling $587,362.63 for approval.

Alderman Jenkins motioned approval of the August 2024 Treasurer’s Collection Deposit Report totaling $587,362.63, seconded by Alderman Wilson. Upon roll call the vote was:

Ayes: 5 – Mumford, Williams, Wilson, Hanley and Jenkins

Nays: 0 - None

Abstain: 0 – None

Motion declared carried.

Chief Henderson reported that the new hire started his training today.

Economic Development Director Daughhetee reported to the Council that he attended a meeting at Richard’s Farm with Chapin Rose. They will be meeting again. Tom also reported that the 1st phase of the Lumpkin Grant has been submitted. This grant is for the walking path at the park. The OSLAD Grant is also being completed this is another grant that would be used for upgrades in the park.

EMA Director Craig, gave a report on the Popcorn Festival. He thanked several business and citizens for their help and donations.

New Business:

Mayor Pro Tem Williams reported that there was a public hearing at 5:30 to discuss the changes in the Business District. No one from the public was in attendance for this meeting.

Alderman Reports:

Alderman Williams thanked the Popcorn Festival committee, Police Dept., Sheriff Dept., and EMA for such a wonderful festival.

Alderman Jenkins also thanked the Popcorn Festival Committee.

Alderman Wilson agreed with all that Jerome said about the festival. She did state that there needs to be more sign about dogs not being allowed in the park during the festivals.

Alderman Hanley also agreed with how wonderful the festival was. He wanted to remind individuals riding on electric bikes and bicycles have to follow the rules of the road. You need to stop at stop signs and use hand signals for turning.

Alderman Mumford was also in agreement with all the Popcorn Festival comments. She thanked EMA for their help with the 5K. She also thanked BJ Mason and the High School sports teams for all their work in keeping the park clean all weekend.

Mayor Pro Tem Williams looked for a motion to go into Executive Session for discussion on purchase and or sale of property.

Alderman Mumford motioned approval to go into Executive Session for the purpose of the following subjects, pursuant to 5 ILCS 120/2 (C) Purchase and or Sale of Property Section 3 (C)(3), seconded by Alderman Hanley. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Williams, and Wilson

Nays: 0 – None

Abstain: 0 – None

Motion declared carried.

Executive session began at 6:41 p.m.

Regular session resumed at 6:48 p.m.

Roll call back in regular session:

Ayes: 5 - Jenkins, Mumford, Williams, Wilson, and Hanley

Nays: 0 – None

Abstain: 0 – None

No action was taken after Executive Session.

Adjournment:

Alderman Wilson motioned to adjourn, seconded by Alderman Jenkins. Upon roll call the vote was:

Ayes: 5 – Hanley, Jenkins, Mumford, Williams, and Wilson

Nays: 0 – None

Abstain: 0 – None

Motion declared carried.

Adjournment of the City Council was at 6:51 p.m.
