Village of Noble Village Board met Aug. 26.

Here are the minutes provided by the board:

The Village Council met on the above date at 7:00 p.m. The meeting was called to order and present were Brad Kessler, Tresa Hundley, Paul Summers, Gary Ulm, Janet Pflaum, and Ashley Pipher. Remote attendance Carol O’Dell. Absent Carl Klingler. Guest Mike Bridges.

Opened with silent prayer and followed by reciting Pledge of Allegiance.

Motion made by Gary Ulm to approve August 12, 2024, minutes. Seconded by Ashley Pipher. All voting Aye.

Mosquito spraying is being done in the village once a week.

The Noble Village Hall will be closed on Monday, Sept 2 for Labor Day. The trash pickup in Noble will not be delayed the week of Labor Day.

Mayor Kessler met with the tech for the siren and found an issue with the backup battery (it had been punctured). Replaced batteries and a test will happen tomorrow August 27.

Mayor Kessler will be going to court tomorrow for the nuisance issue at 144 W. North Ave.

Trustee Ulm asked about the status of oil and chipping of streets. Mayor Kessler will check into it.

Trustee Ulm mentioned a property on W. Cherry St. that needs a tree cleaned up (tree has been down for approx. a month).

Motion made by Carol O’Dell to pay $100.00 to Joe’s Pizza to reserve the room for the Village Christmas party. Seconded by Ashley Pipher. All voting Aye.

The Water Committee met and discussed the matter of the placement of a water meter on an individual’s property. The resident wanted the meter approximately 360/380 feet from the Main. The normal procedure is to put the water meter closest to the Main in the individual’s yard. Mayor Kessler had received a phone call from the resident prior to the meeting and after he was told what the expense of putting in a main ($13,000.00), he decided it wasn’t worth the cost unless the Village wanted to pay half. The resident (Kenny Michels) is willing to sign an agreement to be responsible for maintaining the line while his family owns the property. Mayor Kessler mentioned 10 other properties that have their meters placed by the Main and quite a distance to their residence. The reason for placing the meter as close as possible to the Main is because the Village is responsible for the line from the main to the meter. Trustee Pipher mentioned keeping with normal procedure and setting a precedent if changed. Motion made by Carol O’Dell to place the meter by the Main at the property of Kenny Michels (keeping with standard procedure). Seconded by Ashley Pipher. Roll Call Vote Taken, All voting Aye.

Mayor Kessler mentioned water connection expenses have increased and asked the Water Committee to think about increasing the flat rate price.

Motion made by Ashley Pipher to pay bills. Seconded by Paul Summers. All voting Aye.

Motion made by Carol O’Dell to adjourn the meeting at 7:33 p.m. Seconded by Paul Summers. All voting Aye.

The meeting adjourned until September 9, 2024, at 7:00 p.m. at the Noble Village Hall.
